Based on the investigations conducted, the factors affecting accidents are: 1) Human factor approximately 70 to 75 percent. 2) Automobile factor approximately 10 to 15 percent. 3) Road factor approximately 10 to 15 percent. In this research, driving is considered a social action, and using Parsons' cognitive map, four sub-systems were considered which have economic, social, and cultural personality dimensions; hypotheses were derived from it, and then the research was conducted based on these hypotheses. The research method is survey and the data collection tool used was a questionnaire; the validity of the questionnaire was measured through the Cronbach's alpha test. The sample size was 389 public drivers in Babol County. The findings indicate that age, education, prudence, fatalism, normative system, job satisfaction, and the method of obtaining a driver's license are influential on the rate of accidents.

*There was a significant relationship between self-regulation and accidents; in other words, the higher the driver's level of self-regulation, the lower his accident rate.
The variables that have had a significant relationship with accidents and have influenced them are presented below in a simple model: (Refer to the page image) Suggestions Based on the results of this research, two central suggestions can be made to reduce accidents: 1-Education, 2-Changing and amending laws.
2-Changing and amending laws: Just as the research showed that there was a relationship between education and accidents.
An educated person is more familiar with laws and regulations, more rational, and possesses higher self-regulation; it is even suggested that individuals applying for public driving undergo scientific-applied training at the university level.
