In this article, the issue of prioritizing and budgeting research topics related to economic activities is addressed. Economic activity refers to an activity through which an individual or a group of individuals in society, using space, equipment, raw materials, and necessary information, undertakes the production of goods or the provision of services. Prioritizing and budgeting research topics based on the priority and score of economic activities and aligning research with the essential needs of society, innovation, and important research achievements is crucial. The proposed prioritization method includes a two-stage process where, in the first stage, the score of research topics for each economic activity is determined independently. Then, using the score of economic activities and the results obtained from the first stage, their final score and priority are determined. Additionally, a hierarchical approach has been used for budgeting research topics. Finally, the presented prioritization and budgeting method was used as a case study for prioritizing and budgeting 21 research topics, and the results obtained have been presented.
