چکیده:
Development plans play a key role in achieving the goals of the country's twenty-year vision document in the horizon of 1400 AH. Development plans serve as a guide for the general characteristics, growth, and development of sectors, including the science, research, and technology sector. The aim of this research is to answer the fundamental question of what policies should be considered for formulating the fifth plan for the science, research, and technology sector based on supra-ordinate and specific documents. In terms of nature, this research is descriptive-analytical, utilizing content analysis and documentary review methods. The study population includes supra-ordinate and specific documents, from which 9 documents were selected through purposeful and available sampling. The tools for collecting information and necessary data included research notes, checklists, and researcher-made forms. Descriptive analysis was used for interpreting and analyzing the data. Based on the research findings, core policies in the areas of culture, education, research, technology, human resource empowerment, infrastructure development, cross-sectoral and international cooperation, accountability, encouragement, and participation have been classified, and finally, the most important core policies for formulating the fifth development plan for the science and technology sector have been proposed. Accordingly, if the proposed core policies are considered in the fifth development plan document for the science, research, and technology sector, the plan will possess high credibility.

Based on this, in this article, superior and specific documents (the Constitution, the twenty-year vision document of the Islamic Republic, the general policies of the system communicated by the Supreme Leader, the statements of the Supreme Leader in various meetings with stakeholders of the higher education system, the resolutions of the Supreme Council of the Cultural Revolution, the Fourth Development Plan Law, the law on the objectives, duties, and organization of the Ministry of Science, Research, and Technology, the World Declaration on Higher Education for the Twenty-first Century, and the declaration of the World Conference on Science in the Twenty-first Century) [1] have been reviewed and studied in order to infer the policies that should be considered in the formulation of the fifth plan for the science, research, and technology sector.
Furthermore, the aforementioned table indicates that out of the 112 policy axes, 64 cases were in the statements of the Supreme Leader, 55 cases in the Fourth Five-Year Development Plan law, 47 cases in the Law on the Organization and Duties of the Ministry of Science, Research, and Technology, 40 cases in the resolutions of the Supreme Council of the Cultural Revolution, 35 cases in the announced general policies of the system, 35 cases in the Higher Education Manifesto for the Next Century, 26 cases in the World Science Conference Manifesto for the 21st Century, 11 cases in the Constitution of the Islamic Republic of Iran, and 9 cases in the country's twenty-year vision document have been emphasized.
