To identify clusters composed of small and medium enterprises, the location quotient index in ISIC codes, across four variables: value added, exports, number of employees, and number of enterprises during the years (2012-2018), was considered, and codes 15, 17, 24, 26, 27, and 29 accounted for the highest average values; then, the calculation of these four variables at the national and provincial levels in four-digit codes was performed to introduce financial support priorities in four-digit ISIC activities.
Provincial priorities for financial support in the field of four-digit code activities (Refer to the page image) National Input-Output Table and Industrial Interaction with a Cluster Approach Organizing industrial clusters in the country, in addition to identifying the geographical concentration of enterprises and industrial activities and consequently the potentials of clusters composed of small and medium enterprises, requires a type of coherent policymaking and the formulation of various supports and policy interventions at the national, provincial, and county and city levels, such that the stage of approving laws and macro policies must be carried out at the national level, and at the regional-provincial levels, a cluster council or committee should be created to support the clusters of each region or province.
