Although sensitive and pivotal decisions in US foreign policy are the responsibility of the President personally, it is worth noting that all these decisions are based on an analytical-expert foundation within the decision-making structure of this government. In the present writing, the author attempts to provide a relatively comprehensive picture of the actors and their share in the decision-making process in the US. To this end, first, a 'combined pattern' based on the general systems pattern was designed and presented to analyze and understand US foreign policy, in which constituent elements are placed in five layers: analysis box, data, environment, and feedback, and the type of relationship between them is specified. Subsequently, instances of each of these five layers in the field of US foreign policy are introduced, and their positions regarding the Iraq issue are explained. The result is that the major effective actors in the foreign behavior of this government, ranging from Bush himself and his group of advisors and the Department of Defense to the level of domestic public opinion, have in some way been supporters of the plan to attack Iraq. In this regard, the international environment must be mentioned as the most unfavorable factor, which was also ignored by the statesmen of this country during the decision-making process for the US military invasion of Iraq.
