The European Union is undoubtedly one of the most important and cohesive political-economic entities in the contemporary world, which over its fifty-year lifespan has gradually taken great strides toward comprehensive and inclusive convergence and the expansion of its geographical territory. The phenomenon of the European Union can be interpreted as 'unity in diversity,' because this unionist and convergent entity simultaneously possesses divergent and centrifugal tendencies and displays a manifold, diverse, and pluralistic collection across various political, social, and cultural dimensions. As the most important model of regional convergence in the contemporary world, the European Union has been influenced by various currents and trends throughout its recent half-century existence, which can generally be divided into three levels: domestic (national level and within member states), regional (at the European level), and international (the global system). The current European Union is actually the product and outcome of these three forces and currents. Therefore, to understand and comprehend the current position of the Union and to perceive and infer the future outlook of the convergence process in the European Union and its future position in the evolving international system, it is necessary to address the most important internal and regional obstacles and challenges facing this Union, as well as the most important trends and actors affecting this Union (at the international level). Accordingly, this article attempts to address the most important challenges and issues of this Union in the domestic dimension, as well as the role and influence of America on the convergence process and its relationship with the European Union, so that a more accurate and clearer picture of the Union's position and its future outlook in the international system can be obtained.

To overcome this problem, the Union has emphasized greater cohesion of the links between capitals and Brussels and the strengthening of joint decision-making mechanisms, which in this regard will include: reducing the amount of consensus-based decision-making, integrating parallel foreign policy decision-making mechanisms and distributing decision-making power among Union members, pursuing the principle of continuity in foreign policy especially during crisis management and rapid reaction to world developments, saving the Union's foreign policy decision-making structure from the current complexity that has afflicted it, and prioritizing the resolution of issues within a Union framework along with appropriate coordination and action in step with other international partners and actors in the priorities of the Union's common foreign and security policy.
Atlantic Balance: Analysis of the Foundations of Convergence and Divergence between Europe and America Since the discovery of the American continent in 1492 AD by the Portuguese Christopher Columbus, over the past five centuries, human, economic, political, social, cultural, military, and in a word, civilizational exchanges and interactions between the two sides of the Atlantic have gradually taken shape, introducing a new concept under the title of "Euro-Atlantic relations" into the world's political literature.
The strategic relations between Europe and America, despite the existence of competitions and differences, especially in commercial fields and regional and international issues between them, is an influential reality in the current world, the effects of which are evident on various subjects and other actors in the political and economic arena.
