02 Philosophy of Islamic Government Based on the growing thought of the Imam, which stems from pure Islam, the institution of government, despite all its importance and status, is not the primary goal and destination, but rather a means for implementing the progressive laws of Islam and establishing social justice in all its dimensions, so that the necessary grounds for the blossoming of talents and the growth and excellence of humans and reaching the desired human-divine perfection—which is the fundamental goal of human caliphate—are provided.
"72 Therefore, in the religious thought of Imam Khomeini, government attains this sanctity when it is formed with the motive of implementing the luminous laws of Islam and for the establishment of social justice.
