If we accept that culture is the foundation of society and if we consider the goal of cultural activities and cultural development in a society to be a change in the behavior or behaviors of the society; this acceptance compels those involved to make planning in the field of culture the cornerstone of their work to achieve their goals. Therefore, in the first step, they must determine which behavior or behaviors should undergo change, and what characteristics the desired behavior has. After that, they design and implement the necessary series of processes to reach the set goal. Planning is the most important duty of every manager or organization that attempts to achieve specific goals with limited resources. In the literature related to planning, terms such as economic and social planning are established and common concepts. However, cultural planning is a term that, although it has been considered by planners in some developed countries for many years, and since the 1990s many European cities have used cultural planning in various situations as a tool for the development of old cities, the establishment of new cities with a focus on cities, markets, and surroundings of cities in order to develop social capital and develop creative environments. But cultural planning does not have much history in our country, and a review of the position of the cultural sector in several macro economic-social programs of the country that were implemented before and after the revolution completely clarifies the truth of this claim. Therefore, given the importance of planning, especially in the cultural field, this article introduces some models of cultural planning.

This comprehensive program includes the preparation and formulation of general and specific goals, policies, maps, and plans for the protection and promotion of efficient management of historical and cultural resources.
