To guide their organizations toward greater success, organizational strategy designers determine organizational strategies in accordance with the three common stages in strategic management (formulation, implementation, and evaluation). Accuracy in data extraction, for the purpose of mapping the current and desired states with the help of experts and end-users, is an important issue that leads to strategic planning aimed at achieving desired results. Stakeholders may, in this method (due to lack of awareness or different understanding of the questions), provide incorrect answers to questions. Or, due to high workload and deeming these questions unimportant, they may select options carelessly or not select any option at all. Therefore, to investigate these cases, novel solutions and data mining algorithms can be used in this field. This is done by exploring the questionnaires of similar organizations and extracting the rules and knowledge inherent in them, thereby reaching a criterion regarding the connection between different sectors in the field of strategic planning. As a method for performing this task, suspicious responses can be extracted based on the current state criterion, and by examining the responses of the relevant individuals, results can be achieved. In this article, while describing the foundations of strategic management and data mining, association rules are also explained, and subsequently, using association rules and conducting tests, the manner of formulating organizational strategies via the association rule method is described.

By putting together the 281 obtained rules (Appendix 1), one can reach the strategy map or the same strategy formulation to achieve the goal, which is reducing the gap between the desired state and the existing state; the results are mentioned in Tables 5 and 6: Table 5- Software gap analysis and extraction of solutions (strategies) (Refer to the page image) Finally, the data related to 4000 questionnaires were entered into the relevant software, from which 281 rules were extracted with a confidence coefficient higher than 5%.
