Not only in Iran, but also in other parts of the world, universities are gradually facing lower demand due to high supply. This characteristic, with the increasing number of higher education centers, will gradually reach its critical stages. However, population growth in some countries and the phenomenon of migration, on the other hand, have occupied the thinking of high-level university strategists regarding the identification of factors affecting location selection for establishing higher education centers and also strategies for establishment, development, or concentration. Mathematical algorithms presented in operations research literature have often dealt with quantitative indicators, and on the other hand, the small number of these indicators has significantly reduced their operational space, and often their goal has been the optimization of location. In this article, by using a group decision-making methodology, it is attempted to reach a practical solution by increasing the number of indicators and the simultaneous presence of both quantitative and qualitative indicators on one hand, and finding maximum satisfaction of decision-makers instead of optimization on the other. Since the number of existing universities and the difference in university density in different provinces of Iran has been raised as an important issue aligned with development in Iran, and also the inclination of Islamic Azad University for scientific studies in this field, Islamic Azad University has been selected as a case study.

Considering the reconstruction era in the country and in order to accelerate self-sufficiency and provide the required specialized human resources, in the initial stages of development, the policy of relative priority for developed and developing spaces in the location and development of the higher education sector is considered for the following reasons: Saving in investment by making greater use of existing capacities Saving in time by utilizing ready capacities and infrastructures Faster return on investment and maximum use of existing capacities and faculty members In subsequent stages of development, less developed regions that have the ability to attract investment in the higher education sector are considered as catalytic centers for subsequent development activities.
