Evaluation is considered in all aspects of individual and social life, especially in organizations. Given the importance of evaluating the performance of commanders and managers of the Basij Resistance Force, this article, by utilizing organizational experiences and library studies, while integrating experiences with the results of expert studies using a survey method, has determined the dimensions and indicators for evaluating the performance of commanders and managers in positions 71, 81, and 91, and has tested the results. In this research, Chi-square (X2) statistical tests and ratio tests were used with SPSS software for hypothesis testing, and entropy and TOPSIS methods were used for analyzing the dimensions and indicators and their weighting. The results of the various stages of the research, presented in the form of the ACHIEVE+OC model, include 8 dimensions and 521 indicators that can be used to evaluate commanders and managers in positions 71, 81, and 91. The dimensions and weights of each in the ACHIEVE+OC model for evaluating the performance of commanders and managers of the Basij Resistance Force are: 1-Ability (2%), 2-Role Perception (21%), 3-Organizational Support (5.6%), 4-Inclination (21%), 5-Feedback (11%), 6-Credibility (4.6%), 7-Environment (4.8%), 8-Organizational Culture (52%). As observed, the dimensions encompass individual, professional, and environmental aspects, and the organizational culture dimension with 52% has the highest weight. In this view, evaluation is conducted at an observable level and is not evaluated within individuals. Another point is that evaluation is conducted at a specific time interval and regarding the duties that individuals perform and is not generalizable. This research pays attention to the fact that evaluation should be carried out by experts as well as based on self-assessment by individuals to lead them to perfection.

The main objective of this research is to determine the dimensions and indicators of performance evaluation for commanders and managers in positions 71, 81, and 91 of the Basij Resistance Force.
The difference between this model and the ACHIEVE pattern is the addition of the organizational culture dimension in determining the evaluation indicators for commanders and managers of the Basij Resistance Force in positions 71, 81, and 91.
