چکیده:
Educational institutions around the world select principles and criteria to ensure the quality of e-learning lessons and programs. Companies and industries related to e-learning products also select criteria, but their emphasis is mainly on the reusability of produced content components and their portability between different software environments. On the other hand, there are major differences between these two perspectives regarding the issue of quality, although they also share similarities. Furthermore, educational institutions, policymakers, and companies active in the field of e-learning need to have a correct understanding of these concepts initially and then, in accordance with goals and needs, consider the necessary standards and criteria in selecting, purchasing, producing, or employing their electronic content and course materials. In this article, while stating the relevant concepts and briefly analyzing the criteria, strategies, and standards related to each perspective, guidance and the basic principles required in determining the characteristics of electronic content productions and how to select them are provided.

Companies and industries related to e-learning products also select criteria, but their emphasis is mainly on the reusability of produced content components and their portability between different software environments.
On the other hand, educational institutions, policymakers, and companies active in the field of e-learning need to have a correct understanding of these concepts initially and then, in accordance with their goals and needs, consider the necessary standards and criteria in selecting, purchasing, producing, or employing their electronic contents and courses.
In this article, while stating the relevant concepts and providing a brief analysis, the criteria, strategies, and standards related to each perspective are examined, and then, guidance and the basic principles required in determining the specifications of electronic content productions and how to select them are presented.
Also, in this article, global official institutions and organizations that propose standards, characteristics, and strategies related to this type of learning system, with an emphasis on electronic content, are referred to and existing and emerging standards have been briefly described.
For example, instructional content standards or characteristics do not determine technical principles or teaching methods, nor are educational criteria or strategies the determinants of important technical topics in lesson content production.
SCORM: A series of operations performed on electronic content components to bring them into a single form is called SCORM, and its main goal is the harmonization of specific characteristics determined by other e-learning standardization groups, as well as the design and implementation of the Runtime Environment (RTE) for e-learning and digital materials and contents.
