چکیده:
Given the importance of sending students abroad to acquire new knowledge and skills for national development and the significance of this issue in higher education worldwide, it is necessary to pay special attention to the problems of the aforementioned process and strive to improve the current situation. This study was conducted on Iranian scholarship students sent to the UK in 1382 (2003/2004) and this group of students responded using a standardized questionnaire regarding the factors affecting their academic success and duration of study at the doctoral level. The results of this research showed that the most important factors affecting the duration of students' study, in order of priority, were: weakness in English language, the supervisor's inability to guide the student, and the inadequacy of the stipend relative to living expenses. At the same time, the most influential domain was the factors related to the supervisor's domain. Additionally, 57% of respondents identified the impact of economic pressure as high. It seems that in the scholarship system, measures should be considered regarding the selection of supervisors as well as preparing students for studying abroad. Due to the difficulty of obtaining admission before departure, Iranian students are less strict in choosing their supervisors; also, they may not be aware of the importance of superior English language proficiency, which increases the responsibilities of scholarship-providing systems. Furthermore, it is necessary to provide sufficient financial support to students so that they can engage in their studies in peace.

Of course, considering the historical trends of university and science development in Iran, which has always moved and grown in a global context, and on the other hand, considering the growing processes of "globalization" and its inevitable impact on sciences and the growth and development of science and universities in the current situation (Harvey[1], 1995; Lewis[2], 2000), it can be said that in the future, we will still need the expansion of international academic relations and the continuation of the policy of sending and exchanging students as one of the methods and tools for internationalizing sciences and the scientific development of the country are needed (Fazeli, 1382; Rome[3], 2000).
