Article 10- The General Directorate of Civil Aviation may, in cases where public security or military reasons necessitate, and with the approval of the Council of Ministers, prohibit, limit, or restrict the flight of Iranian or foreign aircraft over part of the national territory under specific conditions. Article 16- The General Directorate of Civil Aviation may, in cases of violation of the regulations of this law and its executive bylaws, regardless of criminal prosecutions, cancel or temporarily suspend any permit or certificate of the violator, or limit the powers contained therein, and also prohibit the flight of the violating aircraft if it poses a danger to the passengers of the aircraft, or to persons or animals on the ground, or if it causes damage to property, whether movable or immovable. Article 22- The executive regulations of this law, including regulations related to the flight of Iranian and foreign national aircraft - ensuring the safety of aircraft flights - airports - registration and nationality of aircraft - airworthiness of aircraft - licenses of technical aviation specialists - institutions related to the education and training of technical aviation specialists - factories and workshops related to aviation - air transport - aviation accidents - aviation communications, and cases of temporary seizure or cancellation of any permit, license, or flight issued, or the seizure of various aircraft by the General Directorate of Civil Aviation, shall be formulated and put into effect after approval by the Council of Ministers.
