چکیده:
Today, marginalization has become one of the most important social issues and obstacles to social development. This study was conducted with the aim of investigating the causal and contextual conditions of the suspension of social development among the marginal residents of Pakdasht and Qiyam-Dasht. The population under study is the residents of the marginal areas of Pakdasht and Qiyam-Dasht, who were selected through purposive and theoretical sampling. For this reason, an in-depth individual interview was conducted with 38 residents of these areas. The data analysis was done using the grunded theory method and based on the Strausian approach. The findings of this research show that the causal conditions of the suspension of social development are: mutual irreversibility, temporary and instrumental actions, weak self-concept, generational succession of poverty and limited good. The grounds for the suspension of social development have also shown themselves in the form of categories such as divergent roles, gap in social awareness, weakness of resources and reference groups, disorganization of family boundaries and institutional distrust. The results of this study show that ethnic conflicts and identity conflicts have led to the mosaic structure of these regions. Ethnic conflicts and backward-looking ideas have led to the superiority of ethnic pursuits and, as a result, the lack of convergence. it has made it difficult for these ethnic groups to adapt to the modern world (here, Tehran). Therefore, these people in these areas tend to temporary and instrumental actions and cannot create sustainable social interactions, as a result, social development is not realized.

Constraints of social development among marginalized populations (A grounded theory study of conditional and contextual circumstances among the marginalized in Pakdasht and Ghiyam Dasht) Abuzar Ghasemi Nejad PhD in Social Welfare, Allameh Tabataba'i University, Tehran, Iran Mohsen Shabestar PhD student in Urban Planning, Allameh Tabataba'i University, Tehran, Iran Ali Asghar Esmailzadeh Assistant Professor of Social Pathologies, Jihad Daneshgahi, Alborz, Iran Abstract Nowadays, marginalization has turned into one of the most important social issues and obstacles to social development.
Since marginalized individuals have been deprived of a good and quality life due to unfair distribution of resources, low income, unequal power structures, or natural disasters, they have not appeared as effective actors of development in the process of poverty alleviation and social integration.
Thus, as long as the social actions of the marginalized, due to reasons including "relational limitations" resulting from marginal life, do not facilitate the social process of development, these individuals are not actively involved in the process of determining priorities, policymaking, resource allocation and program implementation, and their living conditions have left the possibility of their participation and also their perceptions of social development incomplete.
Research Background 1 Previous studies on social development have emphasized various dimensions, including: women and participation (Allen, 1985; Boland, 1987; Glicken, 1979; Thomas & Sinha, 2009), education (Bradshaw & Graham, 2007; Resnick, 1997), local community (Daley & Winter, 1978; Vlosky & Monroe, 2009), etc.
(2014) in their study show that the quality of life related to the social health of women living in marginalized neighborhoods of Kermanshah city is not at a desirable level, and variables such as their sense of security, participation, and trust are at a low level.
