Land use planning plays a crucial role in urban planning by addressing urban needs, tackling land scarcity challenges, and determining the physical growth of cities. Urban redevelopment, specifically the revitalization of vacant and abandoned lands, serves as an effective strategy to optimize land utilization, mitigate pollution, and enhance the socioeconomic urban environment. In this study, a foresight approach is adopted, employing descriptive-analytical methods to conduct a structural analysis of the factors involved in infill development in the Bronsi barracks brownfields located in Mashhad. Data collection was conducted through secondary research and surveys, with a statistical sample comprising eight purposively selected urban experts. A total of 15 variables associated with sustainable brownfield planning were identified, encompassing physical-spatial, socioeconomic, managerial-institutional, and environmental aspects. These variables were further classified into five groups: influential, double-faceted, susceptible, independent, and regulatory. To evaluate the relationships among the variables, the Micmac software was utilized, and subsequent scenarios including probable and favorable outcomes were determined. The analysis highlighted the priority of three key factors in inactive lands: land price, accessibility to services and facilities, and the number of land uses. These findings are of great significance and should be taken into consideration by urban decision-makers not only in the studied sites but also in similar areas.

Urban redevelopment through the revitalization of brownfield lands, which have become abandoned and unused due to their function, is carried out to optimize the use of intra-urban lands, reduce pollution, and improve the socio-economic space of the city; therefore, this applied research with a descriptive-analytical method and a foresight approach has addressed the structural analysis of factors affecting infill development in the brownfield lands of Bronasi Camp in Mashhad and identified intervention priorities, collecting data through documentary and survey studies.
It is worth mentioning that the redevelopment of such lands with related and coordinated uses (Green, 2018:305) in addition to improving the spatial and physical quality of cities, is considered a key element in moving towards sustainable communities (Nofal and Kalbadi, 1392: 148) and achieves various benefits including urban revitalization, socio-economic and cultural growth, improvement of public health and environment, establishing security in the city, expansion of organizational financial resources (through tax collection), expansion of industry and trade, increasing job opportunities, increasing business opportunities for investors and private development and construction companies and others (Green, 2018:313), renovation of residential units, increasing welfare facilities and the promotion and improvement of public open spaces (Wernstedt & Heberle, 2006:485); however, despite such achievements, in many Iranian cities, with the increase in the legal boundaries of cities in approved urban plans, the capacities and potentials within cities, including brownfield lands, have received less attention.
