This is while, considering the studies conducted, it has become clear that although the smartening of missions within the organizational environment of policing organizations has received attention in recent years, existing experiences regarding earthquakes that have occurred in the last two decades show that the smart policing management of crises such as earthquakes has received less attention, the most important reason for which can be attributed to the lack of a specific framework for smart policing management natural crises and their associated elements, including incomplete access to information, updated databases and statistics, weak decision support systems, fragmentation in crisis management, and weakness in intra- and inter-organizational coordination, were investigated.
The work process was as follows: after studying the foundations and theoretical texts related to the subject, the components and indicators of smart regulatory management of the natural crisis of earthquakes were formulated; based on a review of concepts related to natural crisis management and the role of shared and integrated decision-making based on prevailing global patterns, three components were categorized and formulated: institutional-organizational consisting of 12 indicators, human consisting of 3 indicators, and technological (data and infrastructure) consisting of 18 indicators, as described in the following table.
