In the second chapter, titled "The Constitutional Pattern in Development and Values," it is addressed that although all dimensions of development are not separately mentioned in the Constitution and only economic development is named, by examining the principles of the Constitution, studying the parliamentary debates on the review of the Constitution, and considering various development indicators, one can reach the comprehensive development intended by the Constitution.
