چکیده:
Evaluating the ratio of the annual budget to the trend of poverty is possible in two ways: First, by examining the amount of allocations to matters that affect poverty. Second, by focusing on the orientations and policies adopted. In our country's budgeting experience, the first approach has always been on the agenda, and for this reason, it has usually provided policymakers with short-term peace of mind, as they believed that by allocating resources for employment and the basic needs of the people, there was no longer any room for concern, while performances have usually shown opposite results. This article, emphasizing the second orientation and its various solutions, points out and examines the inadequacies of the first approach through an investigation of the failed structural adjustment experience in Iran.
