Despite this, it must be said that a criminological criminal policy (4) will be successful only if it is formulated in accordance with the research and information obtained through reliable methods and tools in explaining and interpreting the criminal phenomenon at various levels; however, the research and studies conducted on delinquency have been incorrect, and perhaps the reason for this has been the lack of a precise recognition tool and a necessary supervisory center in criminological research, and that need is for a center and a tool through which a series of accurate data and information can be obtained to be used in the preparation and formulation of criminal policy; ______________________________ 1 ـ It is worth mentioning that if we speak more precisely, the way social reaction is applied against crime is not the subject of criminology, but rather one of the subjects of the sociology of criminal law, which examines the various aspects of social reaction against crime.
