چکیده:
رسانه به عنوان ابزاری فراگیر، قدرتمند و تاثیرگذار همواره مورد توجه ابرقدرت ها بوده است. بدون شک، رسانه ها در جوامع امروز به دلیل گستردگی دامنه ی نفوذ و تنوع و تکثر رسانه ای، بیش از آنکه در خدمت آگاه سازی و حقیقت نمایی باشند، به عنوان ابزاری سیاسی و امنیتی ایفای نقش می کنند. در هر فرآیند ارتباطی که بین کشورهای سلطه گر و کشورهای هدف برقرار می شود، همیشه منافع و نیازهای کشورهای سلطه گر تامین می شود. نظام های ارتباطی جدید، مناسباتی را در عرصه هایی به وجود می آورند که با وجود تغییرات اندک در عرصه ی آگاهی و دانش آفرینی، کشورهای مادر و پیشرفته را به همراه می آورد. البته این سلطه به طور بسیار ظریفی با سلطه ای که در عصر اول رسانه ها رخ می داد، متفاوت است. امروزه در تمام کشورها، عملا قدرت بر ارتباطات متمرکز شده است. چندین موسسه، کل شبکه های لازم برای انتقال الکترونیکی را در اختیار دارند. آن ها با کنترل این شبکه ها، افکار عمومی جامعه ی هدف را تحت تاثیر قرار داده و عملا وارد فاز جنگ نرم می گردند. این مقاله تلاشی است در جهت تبیین سلطه ی رسانه ای و جنگ نرم. سوال اصلی این است که سلطه ی رسانه ای در راستای جنگ نرم چه تاثیری بر کشورهای هدف می گذارد و نتیجه ی این تاثیر بر امنیت و فرهنگ ملت ها چگونه خواهد بود؟ پاسخی که به طور ابتدایی به این سوال داده شده و در این فرضیه می گنجد اینکه انبوه اطلاعات، اخبار و سلطه ی رسانه ها سبب سلطه ی فرهنگی بر کشورهای هدف می گردد. و در نتیجه امنیت ملی و فرهنگ آن ها را پس از استحاله ی فرهنگی با تهدید جدی مواجه می نماید. که در نهایت منتهی به تغییر نظام سیاسی خواهد شد. این شیوه ای است که ابر قدرت ها در چند کشور تجربه کرده و توانسته اند نظام های سیاسی مخالف خود را سرنگون کرده و به اهداف مد نظر خود برسند.
Media have always been considered by superpowers as inclusive، powerful، and effective means. These days، due to its wide dominance، as well as its great diversity and coverage، media is employed more as a political and intellectual instrument، instead of a means of representing facts and providing information. In all transactions between the dominant countries and target countries، only the requirements and interest of the dominant countries are always considered. Modern communication systems are arranged in a way that even a small change in information and knowledge may result in advantages for advanced countries. This new type of dominance is، however، somehow different from that of the first era of media. These days، power is concentrated in communication devices in all countries. A few institutions control the whole electronic communication networks. They affect public opinion in the target countries and are practically involved in soft war. This article is an attempt to explain media hegemony and soft war. The main question is this: "How does media hegemony affect target counties، and how does this influence their security and culture?" An instant answer to this question proposes the hypothesis that the great mass of information and media dominance result in cultural hegemony in the target countries. This، in turn، leads to a serious threat against their culture and security by their permutation. Finally، a change in the political system takes place. Superpowers have tried this technique in some target countries. They have been able to overthrow the opposing regimes and achieve their purposes.
