According to Qur’an, ‘’God is not questioned about what He does, but they will be questioned’’ (Q 21, 23). One of the issues that are neglected in the history of the interpretation of this verse is not distinguishing between descriptive and normative approaches. This article focalizes some important Tafsirs to explore if saying ‘’ God is not questioned about what He does’’ is a descriptive statement or a normative one. which one is intended: We ‘’must not’’ question God, or we ‘’cannot’’ question him? This main problem will be answered through two other questions: 1) what is the cause of God’s unaccountability? This question will be answered by logical analysis methods include conceptual analysis, propositional analysis, and systematic analysis as well as comparative study methods. 2) what is the speaker’s means in regard to verse 23, Surah 21? This question will be answered by analyzing the context (Siyaq) of the verse. It is concluded that the verse includes the concept of the reprimand of God which includes the meaning of punishment. Since no one can punish God, because He is the All-dominant over His servants and He is the omnipotent, it is impossible to blame and reprimand God for what He does in a descriptive manner. However, the verse contains a normative approach upon which it is wrong to ask about the extremity of God’s wisdom (hikmat). It is relevant to a servant’s failure to understand the extremity of God’s wisdom.
