Among organizational and administrative factors, the factor 'existence of comprehensive laws and regulations for principled and continuous support of conducted research'; among facility and financial factors, the factor 'increasing the amount of research allowance proportional to the teaching allowance in education'; among professional and specialized factors, the factor 'familiarity of physical education researchers in education with how to use research facilities, information services, and laboratories'; and finally, among individual and social factors, the factor 'training skilled physical education researchers in the country's universities', are considered the most effective factors for developing research activities in physical education in education. The aim of this research is to identify and prioritize the factors affecting the development of research in physical education of the Ministry of Education of the Islamic Republic of Iran. The population of this study consists of all senior physical education experts employed and officially hired by the Ministry of Education of the Islamic Republic of Iran, who according to 1386 academic year statistics number 546 people. From this number, 350 people (64 percent) were selected as the statistical sample of the research. The present research is descriptive in type and its information was collected in the field. To collect the necessary information, we utilized library studies and questionnaires. Initial information for preparing the questionnaire structure was collected using the Delphi method, and then its questions were subjected to factor analysis (of the principal components type) and relevant tests. The present research used the Cronbach's alpha method to determine the reliability of the questionnaire, the result of which was 0.88 for the entire questionnaire. For data analysis, we used factor analysis and descriptive statistical methods such as calculating frequency, percentage, mean, and standard deviation. The important findings of this research show

Studying and reviewing research related to the factors affecting the development and removal of obstacles to research activities in the country from 1354 to date shows that the most frequently mentioned factors are: allocating sufficient budget to research affairs (Asadi, 1382; Saei Arsi, 1357; Tayefi, 1380; Gharekhanloo, 1397; Mofidi, 1337; Mahdiani, 1381; Hashemian-nejad, 1347), cooperation and coordination among groups, units, universities, and ministries (Asadi, 1382; Saei Arsi, 1357; Sadeghi, 1370; Kordi, Barjasteh, Sharifnejad, 1381), formulating comprehensive laws and regulations for the principled and continuous support of researchers and conducted research (Asadi, 1382; Farrokhi, 1367; Kardān, 1357), officials' attention to the subject of research (Farrokhi, 1367; Resalat Magazine, 1382), sufficient familiarity of university professors with scientific research methods (Abdollahi, 1383; Farrokhi, 1367; Mofidi, 1337), non-density of university professors' teaching hours in order to create sufficient opportunity for research activities (Sadeghi, 1370; Farrokhi, 1367; Kardān, 1357; Lahsaee-zadeh, 1357; Sokhan Magazine, 1354; Mofidi, 1337), and solving the livelihood problems and economic constraints of researchers (Sadeghi, 1370; Norouzi, 1357).
