Mutual Interaction between Public Management and Political Development In comparative studies of public management, the word bureaucracy is used to mean the administrative system of the state or, in other words, the administrative system of the political system.
Of course, there are different theories and perspectives in this regard; for example, Powell and Almond agree on the key role of bureaucracy in the process of political development and believe that a political system cannot achieve a high level of internal legality and balanced distribution of power without having some type of modern state bureaucracy.
