If we want to analyze the word politics today, we must say: "Politics in the sense of 'power' consists of a means to acquire, maintain, and exercise power," and politics in the sense of "government" (public administration) consists of the exercise of power within the framework of a series of institutions and organizations that collectively constitute the state. Therefore, public management, which is a tool for exercising sovereignty, itself influences the extent and manner of its application and always responds to the public expectations of society by analyzing the decision-making and policymaking processes to increase the efficiency and effectiveness of the political-administrative system. Political theory tells us what the overall structure of power and the values governing society are, what its elements and variables are and how they relate to each other, and ultimately creates balance through decision-making and policymaking in public spheres among the various institutions of society. Mutual Interaction between Public Management and Political Development In comparative studies of public management, the word bureaucracy is used to mean the administrative system of the state or, in other words, the administrative system of the political system. Of course, there are different theories and perspectives in this regard; for example, Powell and Almond agree on the key role of bureaucracy in the process of political development and believe that a political system cannot achieve a high level of internal legality and balanced distribution of power without having some type of modern state bureaucracy.
