Given that the third millennium has been named the era of knowledge, technology, and the globalization of information and communications, it is evident that globalization is a process; therefore, if we do not develop, our death is certain. In such conditions, managers and organizations can only achieve success when they move out of a passive state in the face of this phenomenon and confront it actively, and in this regard, training and human resource development plays an important role in organizations, especially in today's highly competitive world.

1 Another factor that has accelerated the trend of globalization and must be considered by managers and employees of organizations in the global era is the growth of technology, including Information Technology (IT), which has brought individuals in the farthest corners of the world closer together and raises the issue of time in the components of human relations.
Of course, it must be noted that the qualitative reform of human resource education is not a process that can be achieved through a sudden action; from this perspective, qualitative reform of education will create a chain of changes in other forms of education, which in turn will diversify the growth patterns of organizational structures, including formal and informal education, and in the quantitative dimension, large and massive organizations with false bureaucracies and a centralized structure will be transformed into a decentralized and smaller structure, and in the midst of this, delegating part of the responsibilities to relevant non-governmental entities and downsizing government departments and institutions on one hand provides the ground for the emergence of creativity, and on the other hand, reduces the volume of inefficient administrative bureaucracy and consequently, the main goal of better and more desirable education is pursued.
