However, the ancient structure and relative stagnation of the existing administrative system do not match the dynamic nature of the suggestion system, and the obstacles facing the implementation of the suggestion system must be identified and, if possible, removed. The characteristics of the administrative system differ greatly from private companies and organizations, the impact of which on the suggestion system is partially investigated. The suggestion system can be considered a solution for the hypothesis of 'enjoining good and forbidding evil.' Therefore, adapting this hypothesis with the suggestion system and also integrating it with Article 401 of the Constitution (which recommends the formation of administrative councils) can harmonize this management method with national laws and popular culture and lead to the prosperity and more desirable growth of the suggestion system or administrative councils. The Management and Planning Organization should pursue the necessary preliminaries for promoting and implementing the suggestion system at the national level and present legal bills and frameworks for the suggestion system. Due to the vast differences between offices, the drafting of specific regulations should be left to the offices themselves.

In management, the most important factor for organizational success that seeks to be in line with continuous improvement is involving employees in affairs; because employee participation causes increased productivity, higher work quality, and reduced conflict between individuals on one hand and employees and management on the other, reduction of negative resistances (such as absenteeism, tardiness, and laziness), and also an increase in employee efficiency.
Suggestion system or, in common terms, the participation system, is one of the participatory management programs in which attempts are made to collect employees' suggestions for improving the process of activities in the company and implement them.
