چکیده:
در سال های اخیر، مبحث تصویب و ارزیابی طرح های کلان ملی در کشور ما مورد تاکید و توجه خاص قرار گرفته است و نهاد ها و دستگاه های مختلفی در کشور به این بحث پرداخته اند و هر یک با رویکرد خاص خود گام هایی در راستای پیشبرد طرح های کلان ملی در مسیر تصویب، اجرا و ارزیابی برداشته اند. اما با توجه به آسیب های موجود در مسیر اجرای طرح های کلان و مشکلاتی که در تجربه های قبلی در فرایند اجرای این طرح ها وجود داشته، ضروری است تا به منظور ممانعت از تکرار چنین مشکلاتی، ملاحظاتی در فرایند اجرا و ارزیابی این طرح ها اعمال گردد. کمیسیون صنایع، معادن، و ارتباطات شورای عالی عتف که بر اساس رسالت خود به عنوان بخشی از نظام علم و فناوری کشور، در فعالیت های قبلی اقدام به تعیین اولویت های پژوهش و فناوری کشور در حوزه تخصصی صنعت، معدن، و ارتباطات، تعریف شاخص های انتخاب طرح کلان ملی، و انتخاب طرح های کلان ملی کرده است، تلاش کرده تا بر اساس تجربه های موفق جهانی، مدلی را برای ساختاربندی و سازماندهی فرایند اجرای طرح های کلان ملی و نیز طراحی و اجرای سیستم نظارت و پایش مستمر فرایند اجرا در کشور، ارائه دهد. در این راستا، سه مدل موفق جهانی، شامل مدل ساختار طرح های کلان اتحادیه اروپا بر اساس برنامه FP7، مدل سکوهای فناوری اتحادیه اروپا، و مدل بنیاد ملی علوم آمریکا، و نیز تجربه ها و مطالعه های انجام شده در داخل کشور مورد مطالعه قرار گرفت و مدلی برای ارزیابی و اجرای طرح های کلان ملی در کشور استخراج شد. در مقاله حاضر ضمن مرور مدل های مذکور، به تشریح مدل پیشنهادی پرداخته خواهد شد.
In recent years، the topic of national macro projects has been emphasized in Iran and different institutions of the country، according to their own approaches، have taken steps to promote the implementation and evaluation of these projects. The process of implementation and evaluation of national macro projects in Iran has been faced with problems، according to experience. So، in order to prevent a repetition of such problems، certain considerations should be applied in the process of implementation and evaluation of these projects. The Commission of Industry، Mining، and Communications of the Supreme Council of Science، Research، and Technology based on its mission as part of the country's science and technology system، has determined the priorities of research and technology activities in the field of the Commission (industry، mining، and communication). It has also defined selection criteria fornational macro projects and selected projects in the fields of industry، mining، and communication in its previous attempts. And so، based on successful global experiences، the Commission offered a model for structuring and organizing the implementation of national macro projects and designed a monitoring system to evaluate the projects. In view of the above، based on three models - the European Union (EU) 7th Framework Programme for Research (FP7)، the Eu's Technology Platforms، and the National Science Foundation (NSF) Plan - and also experiences and studies within the country، a model of evaluation and implementation of national macro projects has been extracted. These models are reviewed in this paper and the proposed model will be described.
