چکیده:
سیاست های بازارمحور و مشی اقتصادی لیبرال در ترکیه که تورگوت اوزال از دهه 1980 پی گیری کرد، طلیعه تحولات ساختاری متعددی در حوزه های فرهنگی و اقتصادی و سیاسی در کشور ترکیه بود. برداشت سازه انگارانه و فرهنگی از اسلام، گسترش و تقویت نقش آفرینی بورژوازی جامعه محور مسلمان و بالاخره هژمون شدن ایده های حزب اسلام گرای عدالت و توسعه در دهه اخیر، نمودهای بارز این تحولات ساختاری است. هدف مقاله برپایه پویایی و منطق تحولات ترکیه، در چارچوب رهیافت سازه انگاری طرح ریزی شده است. برای درک عمیق تر ریشه های تاریخی و فرهنگی و سیاسی ترکیه امروز، ابتدا رابطه دولت و جامعه در دوره های عثمانی و آتاتورک بررسی شده است. این مقاله تلاشی است برای نمایاندن برداشت گفتمانی و هویت محور و سازه گرا از اسلام، به مثابه عوامل اصلی نهادینگی نسبی دموکراسی در ترکیه. درواقع، پرسش اصلی مقاله این است که کدام برداشت از دین اسلام بوده که باعث استقرار و تثبیت نسبی دموکراسی در کشور ترکیه شده است؟ گفتنی است که اتفاقات این روزهای ترکیه (بهار 2013)، نیاز به بازاندیشی عمیق تر درباره این موضوع را بسیار ضروری کرده است. اعتراضی زیست محیطی که بر سر قطع درختان پارک گزی آغاز شد و به سرعت عنوان عظیم ترین جنبش اجتماعی دو دهه اخیر ترکیه را از آن خود کرد. مقاله حاضر این رویداد را نیز در ادامه منطق فرایند دمکراتیکی ترکیه می داند و در همین راستا تحلیل می کند. در این مقاله، از روش تحقیق کیفی استفاده شده و شیوه گردآوری اطلاعات نیز با استفاده از روش اسنادی (کتابخانه ای)، بوده است.
Market-oriented policies and liberal economic policies pursued by Turgut Özal in the 1980s in Turkey، had initiated several structural changes in the cultural، economic and political spheres in the country. Constructive and cultural perceptions of Islam، expansion and strengthening the role of the bourgeoisie Muslim community- based and finally hegemony of Islamist Justice and Development Party’s ideas in recent decade are obvious appearances of these structural changes. This article is planned in the framework of constructivism approach based on the dynamics and logic of developments in Turkey. At First، for a deeper understanding of the historical، cultural and political roots of Turkey، the relationship between government and society was investigated in the Ottoman period and Atatürk. This article is an attempt to illustrate constructive، dialogical and identity-based perceptions of Islam، as major factors of relative institutionalization of democracy in Turkey. In fact، the main question of the paper is that which perception of Islam has resulted in relative establishment and consolidation of democracy in Turkey. It is worth to mention that the events happened in Turkey at Spring 2013 made it essential to have a deeper review of this issue. Environmental protest that s began because of cutting down Gezi Park trees، quickly won the title of greatest social movement in Turkey at the two past decades. The present article considers this event as the continuation of Turkey's democratic process logic and analyzes in this regard. A qualitative research method was used in this paper and documentary method was used for data collection.
