چکیده:
یکی از عوامل مهم تاثیرگذار بر امنیت ملی کشورهای تولیدکننده و مصرف کننده انرژی، نفت و گاز است. بعد از پیدایی نفت در ایران به مرور این ماده خام به عنوان مهم ترین مولفه تاثیرگذار بر اقتصاد، سیاست و به طور کلی امنیت ایران ایفای نقش کرده است. با تحول گفتمان ژئواستراتژیک به گفتمان ژئواکونومیک در دهه های اخیر و ایفای نقش برتر اقتصاد در عرصه مناسبات جهانی، نفت به عنوان خون صنعت مدرن در مقایسه با سایر عوامل قدرت از جایگاه بالاتری برخوردار شده است. در این میان ایران از دو جنبه تولید و مصرف انرژی در کانون توجه و تعاملات بین المللی واقع شده است. از طرفی این کشور در مرکز بیضی انرژی جهانی با 56 درصد ذخایر نفت در خلیج فارس و 39/10 درصد در حوزه خزر واقع شده است که با تپش آن صنعت و اقتصاد جهانی به حرکت افتاده و حیات خویش را تداوم می بخشد. مضافا اینکه این سرزمین قلب سه حوزه بزرگ ذخایر گازی جهان یعنی خلیج فارس، سیبری غربی و آسیای مرکزی با 2/70 درصد ذخایر گازی جهان را بهم ارتباط می دهد. از طرف دیگر ایران با داشتن 3/10 درصد از ذخایر نفت و 8/15 درصد از ذخایر گاز جهان در جایگاه دوم دنیا قرار دارد. از جنبه مصرف انرژی نیز ایران محل اتصال دو حوزه بزرگ مصرف انرژی یعنی هند و چین در شرق و اروپا در غرب واقع شده است. این ویژگی های دوگانه باعث گردیده که امنیت ایران و محیط پیرامونش برای نظام بین المللی اهمیت مضاعفی پیدا کند. بنابراین به نظر می رسد در دوره حاکمیت گفتمان ژئواکونومیک ایران باید با استفاده از دیپلماسی انرژی با اتخاذ رویکرد تعاملی و پرهیز از اتخاذ مواضع تقابلی از انرژی به عنوان یک فرصت برای تعامل با نظام بین الملل و ارتقاء امنیت ملی استفاده نماید.
Oil and gas are among important factors affecting national security in countries producing or consuming energy. Since discovery of oil in Iran، this raw material has played a significant role in the country s policy، economy، and in general، in national security. With the transition from geostrategic to geo-economic discourse in the recent decades، oil has gained more importance in comparison to other factors، through improving the role of economy in global interactions which led to the introduction of oil as the essence of modern industry. Iran is regarded as a country of global importance for production and consumption of energy. On one hand، maintaining 56 percent of global oil reserves at Persian Gulf as well as 10. 39 percent at Caspian Sea، the country is centered at the oval of energy required for global economy and industry to continue their lives; on the other hand، Iran has located at the heart of three major gas zones in the world، namely Persian Gulf، West Siberia، and mid-Asia maintaining together 70. 2 percent of gas global resources. In addition، Iran holds the second position in global ranking both in gas resources (owning 15/8 percent of global gas resources) and oil reserves (oening 10. 3 percent of global gas resources). Regarding energy consumption، Iran links two major energy consumption markets: India and China at east and Europe at its west. These features have increased the importance of security for Iran and its surrounding areas in international system. Therefore، it seems that in the era of geo-economic discourses، Iran should employ its energy diplomacy and adapt interactional approaches، instead of oppositional ones، to create opportunities for interactions with international system and to improve its national security.
