چکیده:
اﯾﻦ ﭘﮋوﻫﺶ ﺑﺮ آﻧﺴﺖ ﮐﻪ ﺑﻪ آزﻣﻮن و اﺛﺒﺎت ﻓﺮﺿﯿﻪای ﺑﭙﺮدازد ﮐـﻪ اﻇﻬـﺎر ﻣـﯽدارد:»ﺳﯿﺎﺳـﺖﻫﺎی دوﻟـﺖ اﻧﮕﻠﺴﺘﺎن و ﺗﻐﯿﯿﺮ روﯾﮑﺮد آن در ﻗﺒﺎل روﯾـﺪادﻫﺎی ﭘﯿﺸـﺮواﻧﻪ و ﻣﺘﺮﻗـﯽ اﯾـﺮان ﯾﻌﻨـﯽ ﻣﺸـﺮوﻃﻪ، ﻧﺎﺷـﯽ از ﻣﺤﺎﺳﺒﺎت راﻫﺒﺮدی ﻣﻨﻄﻘﻪ ای و ﺑﯿﻦ اﻟﻤﻠﻠﯽ دوﻟﺖ اﻣﭙﺮاﺗﻮری ﺑﺮﯾﺘﺎﻧﯿـﺎ و ﺗـﺎﮐﺘﯿﮑﯽ ﺑـﺮای ﻣﺤـﺪود ﮐـﺮدن ﻗﺪرت دﺳﺖ اﻣﺘﯿﺎزﮔﯿﺮ دوﻟﺖ روﺳﯿﮥ ﺗﺰاری از اﯾﺮان و رﻓﻊ ﺗﻬﺪﯾﺪ ﻣﻨﺎﻓﻊ اﻧﮕﻠﺴـﺘﺎن ﻣﺴـﺘﻘﺮ در ﻣﻨﻄﻘـﻪ، از ﺟﺎﻧﺐ ﻫﻤﺴﺎﯾﮥ ﺷﻤﺎﻟﯽ اﯾﺮان ﺑﻮده اﺳﺖ«. ﺑﺎ ﭘـﺮدازش ﺑـﻪ اﯾـﻦ ﻣﻮﺿـﻮع و اﺛﺒـﺎت اﯾـﻦ ﻓﺮﺿـﯿﻪ، رﻓﺘﺎرﻫـﺎی ﻣﺘﻔﺎوت دوﻟﺖ ﯾﺎدﺷـﺪه از ﺗـﻼش ﺑـﺮای ﮔﺴﺴـﺖ از روﺳـﯿﻪ و ﺣﻤﺎﯾـﺖ از ﻣﺸـﺮوﻃﻪ و راه دادن ﻣﺸـﺮوﻃﻪ ﺧﻮاﻫﺎن ﺑﺮای ﺗﺤﺼﻦ در ﻣﺤﻞ ﺳﻔﺎرﺗﺨﺎﻧﻪ اش ﺗﺎ ﻋﻘﺪ ﻗﺮارداد 1907 و ﺗﻘﺴﯿﻢ اﯾـﺮان ﺑـﻪ ﺳـﻪ ﻣﻨﻄﻘـﮥ زﯾـﺮ ﻧﻔﻮذ ﺑﺮﯾﺘﺎﻧﯿﺎ، روﺳﯿﻪ و ﺑﯽﻃﺮف، ﻗﺎﺑﻞ ﺗﺤﻠﯿﻞ اﺳﺖ. اﯾﻦ ﺟﺴﺘﺎر ﺑﻪ ﺳﯿﺎﺳـﺖﻫﺎی اﺑﺮﻗـﺪرتﻫﺎ ﺑـﺎ ﻣﺸـﺮوﻃﮥ اﯾﺮان ﻣﯽ ﭘﺮدازد ﺗﺎ ﻋﻮارض روﯾﮑﺮد ﺳﻠﺒﯽ ﻟﻨﺪن ﻧﺴﺒﺖ ﺑﻪ ﺳﯿﺎﺳﺖ ﻣﺴﮑﻮ در ﺗﻬﺮان، آﺷﮑﺎر ﮔﺮدد.
This paper aims to study and verify the hypothesis that: "the shift in the British government policy and strategy towards Iran's progressive constitutional developments resulted from the regional and international strategies and tactics of the Empire of Great Britain aimed to restrict and control the power of Tsarist Russia in Iran and eliminate the threats arising from Iran's northern neighbor
against the British interests and stability in the region". This notion can be analyzed to prove the above hypothesis with approach to strategies of positive and negative balance، considering the different policies adopted by the Great Britain and its struggle to depart from Russia in supporting the Constitution Revolution and accepting the Constitutionalists sit-in strike at British embassy in Tehran up to the Convention of 1907 and division of Iranian territory into a neutral sphere and two
sub-regions under the United Kingdom and Russia. This article deals with the involvements and policies of super powers towards Iran’s Constitution Revolution to clarify the impacts of London policies and its imperial consequences on Tehran in opposition with Moscow.
