چکیده:
مساله جایگاه دولت و نقش آن در اقتصاد، از زمان پیدایش دانش اقتصاد همواره مورد بحث اقتصاددانان و صاحبان اندیشه در مکاتب گوناگون اقتصادی است. متفکران مسلمان از دیر زمان، به ویژه در دهه های اخیر، ابعاد گوناگون این موضوع را بررسی کرده اند. در این مقاله نقش و وظیفه دولت در اقتصاد، از منظر اندیشمندان مسلمان مورد بررسی قرار میگیرد. دیدگاه ابنخلدون، شهید صدر، مطهری، بهشتی و امام خمینی (ره) بررسی شده است. مبنای دخالت دولت اسلامی در اقتصاد، مصلحت است و مراد از مصلحت نیز تامین هدف شارع به منظور رسیدن مردم به منافع دنیوی و اخروی است. ازاین رو، توسعه معنویت، ایجاد و بسط امنیت، رشد اقتصادی و پیشرفت و عدالت اجتماعی مصالحی است که دولت اسلامی جهت تحقق آنها در امور اقتصادی دخالت می نماید. که این موضوع در اندیشه های مورد بررسی شده نمایان است. با تاملی اجمالی در آثار متفکران و اندیشمندان، به این نتیجه خواهیم رسید با این که ایشان، حکومت را پدیده ای ساخته دست بشر می دانند و به جائز الخطا بودن حاکمان آن توجه دارند، در اصل ضرورت دولت تردیدی نمیکنند. در مورد منشا مشروعیت اطاعت از حکومت و مساله الزام سیاسی، دیدگاه های متفاوتی ذکر شده؛ البته بیشتراندیشمندان، خواهان ایجاد رفاه و عدالت بر پایداری اخلاق و آزادی هستند.
The issue of the position of government and its role in economy has been debated by economists and scholars of various economic academies since the creation of economical knowledge. Since foretime especially in recent decades Muslim scholars have studied different aspects of this issue. In this paper the role of government in economy from the perspective of Muslim scholars would be examined.The viewpoint ofIbnKhaldun، martyr Sadr، Motahari، Beheshti and Imam Khomeini (RA) has been studied. The basis of Islamic government in the economy is expedient and the purpose of expediency is providing legislator target in order to make people to achieve worldly and otherworldly benefits. Therefore، development of idealism، creation and security expansion، economic growth and social justice are factors in which the Islamic government intervenes in order to realize them in economic affairs.This is reflected in the ideas being discussed. By a brief reflection on the works of thinkers we come to the conclusion that though they would believe the government is kind of human made phenomenon and consider to fallible rulers، they would never hesitate in necessity of government. In fact there are different approaches regarding the origin of legitimation and government obedience and political obligatory issue but most of scholars are fond of creating welfare and justice on morality and freedom.
