چکیده:
آسیای مرکزی ظرفیت های بسیاری برای تولید و به کارگیری انرژی های برگشت پذیر در اختیار دارد. رفع دغدغه ناامنی انرژی در منطقه شاید بزرگ ترین انگیزه دولت های آسیای مرکزی برای توسعه منابع برگشت پذیر انرژی محسوب شود زیرا آسیای مرکزی، اگرچه به لحاظ ذخایر هیدروکربنی غنی است، اما توزیع نابرابر آنها در میان کشورها، فرسودگی تاسیسات و مدیریت ناکارآمد انرژی تهدیدی برای توسعه کل آسیای مرکزی محسوب می شود. با این همه، حرکت به سمت انرژی های جایگزین مزایای فراوان دیگری را نیز برای کل آسیای مرکزی در بر خواهد داشت که برخی از آنها پیامد رفع نگرانی از ایجاد امنیت انرژی در منطقه است. ارتقای همکاری منطقه ای یکی از مزایای قطعی گسترش منابع برگشت پذیر در کشورهای آسیای مرکزی به شمار می آید که مقاله حاضر درپی بررسی آن برآمده است. بر این اساس، مباحث مقاله حول محور این پرسش شکل گرفته است که «پیاده سازی طرح های انرژی برگشت پذیر از سوی کشورهای آسیای مرکزی چه تاثیری بر ارتقای همکاری های منطقه ای خواهد داشت و چرا؟» فرضیه مقاله این است که «پیاده سازی طرح های انرژی برگشت پذیر از سوی کشورهای آسیای مرکزی به دلیل وابستگی متقابل و هم تکمیلی کشورهای آسیای مرکزی در حوزه انرژی، قرارداشتن منابع انرژی برگشت پذیر در حوزه منافع مشترک (و نه موازی، اختلاف زا یا متعارض) و نیاز کشورهای منطقه به یک سیستم انرژی یکپارچه می تواند همکاری های میان دولتی را در جهت همگرایی منطقه ای ارتقا بخشد». مقاله حاضر از نوع توصیفی-تحلیلی بوده و برای تجزیه وتحلیل داده ها از روش علی استفاده شده است. یافته های مقاله نیز تا حد زیادی در جهت تایید فرضیه بوده اند.
Central Asia has many capacities to generate and use renewable energy. Addressing energy insecurity in the region may be the strongest incentive for Central Asian governments to develop renewable energy resources. Central Asia is rich in hydrocarbon reserves, but the uneven distribution of these resources across countries, burnout of facilities and inefficient energy management, threaten development of the whole region. However, moving towards alternative energy will also have many other advantages for the Central Asia region, including decreasing concerns about energy security in the region. Promoting regional cooperation is one of the definitive benefits of expanding renewable resources in Central Asian countries that the present paper seeks to address. The present literature tries to find an answer for the following questions: "How do implementing renewable energy projects by central Asian countries affect regional cooperation; and why?” The author argues that due to interdependence of the Central Asian countries in the field of energy, the renewable energy resources as their common interest (and not as a parallel, divergent or conflicting interest) as well as the need for regional countries to have an integrated energy system, implementing renewable energy projects by the Central Asian countries can enhance intergovernmental cooperation in regional integration arena. Using descriptive-analytical method and the causal methodology the author tries to tell why the research findings provide an answer to the research question.

با اين همه ، حتي حداقل ظرفيت موجود براي استفاده از منابع برگشت پذير انـرژي در آسياي مرکزي نيز چندين برابر ميزان مصرف فعلي انرژي در کشورهاي ايـن منطقـه (رديـف نخست جدول شماره ٢) است .
تاجيکستان به لحاظ ظرفيت استفاده از منابع برق -آبي در صدر کشورهاي آسياي مرکزي قـرار دارد و دست کم توان توليد ٢٣ گيگاوات برق در سال (بيش از ٤ برابر مجموع مصرف کنـوني ) از انرژي آبي براي اين کشور فراهم است (جدول هاي شماره ١ و ٢).
