چکیده:
دخالت عوامل چندگانه، به پیچیدگی کوششهای برنامهریزی برای برقراری توازن میان خواستها و منابع میانجامد. بیتردید، این امر در زمینهای با ارزشِ محیط طبیعی اهمیتی دوچندان مییابد. زیرا، با افزایشِ مطلوبیت محیطی، تقاضا برای استقرار فعالیتهای گوناگون انسانی افزایش یافته و ضمن مواجهه با کمبود منابعِ با ارزش محیطی، کوششهای برنامهریزانه با تنشهای بیشتری برای تأمین خواست عمومی و نگهداشت میراث طبیعی به جای مانده، روبهرو میشوند. این چالش، گاه در قالب فضاهایی بازنمون میشود که در جلوههای کالبدی، فضای انحصاری به شمار میروند. از آنِ خود ساختنِ فضاهای عمومی-همچون زمینهای ساحلی و یا زمینهایِ با ارزشِ ملی- به ویژه در نواحیِ ساحلیِ پیراشهری، جریانی است که هم در کشورهای بیشتر توسعه یافته و هم در جوامع کمتر توسعه یافته قابل مشاهده است. در شرایطی که در ظاهر امر، این فرایند در تمامی جوامع یکسان جلوه میکند، در چرایی زمینهایِ این پدیده اما، سازوکارهای مولد و محرک شکلدهنده، رفتاری متمایز دارند. پژوهش حاضر میکوشد به پرسش چرایی تولید فضاهای انحصاری پاسخ دهد و سازوکارهای مولد این نوع فضا را تبیین کند. با اختیارِ رویکرد تفسیرباوری انتقادی و با بهکارگیریِ روشِ نظریۀ زمینهایِ ساختباور، یافتهها نشاندهندۀ نقشِ شش انگاشت کلیدی شاملِ «کاستی در چارچوب نهادی رسمی»، «تعارض قدرت»، «اقتصاد سیاسیِ غیرمولد»، «فرهنگ پشتیبان انحصار»، «ساختارِ فضایی مولد انباشتِ بهره» و «بهرهجویی تودهای» در سازوکارهای شکلگیری فضای انحصاری در نواحی ساحلیِ پیراشهریِ مورد مطالعه است که برونداد آن، ویرانگری محیطی در قالبِ جدائیگزینی فضایی، افتِ کیفیت فضایی درونشهری، تخریب منابع و چشماندازهای طبیعی و غیره بازنمون شده است.
Multiple forces in spatial planning have led to complexity of planning efforts in making balance between human needs and available spatial resources. This challenge is more sever in natural lands, as the increase in environmental advantages would increase the demand for different human activities. Facing the scarcity of environmentally valuable resources forces planning efforts to deal with the conflict between human use and resource conservation. This challenge is sometimes represented in the form of physical exclusive spaces where the sense of private ownership is dominant. Exclusively use of national and public lands is the phenomenon in more developed and less developed communities, however the mechanisms in which this privatization happens are different and basically depend on the spatial features of the context. This research aims to explain the main mechanisms of exclusive spaces production in coastal peri-urban areas in north of Iran. The constructivist grounded theory method is the instrumental basic for the analysis. Findings showed that six main concepts of inefficiency of formal institutional framework, power conflict, non-productive political economy, cultural supports for privatization, rentier spatial structure and the multiplier rent are the main concepts shaping the exclusive spaces in coastal peri-urban areas in north of Iran.
