چکیده:
انتخابات، آن گونه که در دموکراسی های لیبرال اجرا می شوند، ابزاری هستند که با استفاده از آن شهروندان افراد مورد نظر خود را برای مناصب عمومی انتخاب و صلاحیت اعمال قدرت را به آن ها اعطا می کنند. در عین حال، انتخابات فرآیندهای رقابتی نیز هستند که می توانند زمینه ساز تنش ها، کشمکش ها و مناقشات گاه طولانی، توأم با خشونت سیاسی شده و در نتیجه، منجر به بی ثباتی سیاسی و اجتماعی شوند. در اینجاست که موضوع مناقشات انتخاباتی و چگونگی حل و فصل آن ها اهمیت پیدا می کند. مناقشات جزئی ذاتی از فرآیند انتخابات هستند که ممکن است در هر مرحله از فرآیند چرخه انتخاباتی (قبل، طی و پساانتخابات) روی دهند. از این رو، پژوهش حاضر کوشیده است با تحلیل نظری مطالعات مرتبط با مناقشات پساانتخاباتی، به شناسایی ساز و کارهایی بپردازد که عمدتاً در حل و فصل مناقشات پساانتخاباتی به کار گرفته می شوند. یافته ها بیانگر این است که در حل و فصل مناقشات انتخاباتی سه دسته ساز و کار وجود دارند: ساز و کار های رسمی/دولتی؛ غیر رسمی/جایگزین و تلفیقی؛ به معنای به کارگیری ترکیبی از سازوکار های رسمی و غیر رسمی. بر این اساس، چرخش از تأکید صرف بر رویکرد و به کارگیری ساز و کارهای رسمی به سمت رویکرد تلفیقی و استفاده از سازوکارهای غیررسمی/ جایگزین به عنوان مکمل سازوکارهای رسمی که متناسب با نوع نظام سیاسی، سیستم انتخاباتی، زمینه های اجتماعی - فرهنگی و نوع مناقشه در یک کشور باشد، پیشنهاد می شود.
Elections, as conducted in liberal democracies, are the means by which citizens elect the individuals they desire for public office and grant them the power to exercise power. Hence, elections are a key component of the democratization process expected to transparently, freely, fairly and peacefully make change in government and the distribution of power in a political system. Yet, elections are also competitive processes that can provide the context for tensions, disputes and sometimes long-term conflicts with political violence and, consequently, lead to political and social instability. This is where the issue of electoral disputes and how to resolve them become important. Disputes are inherent components in the electoral process that may happen at any stage of the electoral cycle (pre, during, and post-election stages). Hence, the present study has tried to identify and classify mechanisms used to resolve post-election disputes through a Theoretical Analysis on related studies. Based on the findings of the study, there are three types of resolution mechanisms of electoral disputes, including: formal/governmental mechanisms, informal/alternative mechanisms and, integrated, i.e. the use of a combination of formal and informal mechanisms. Here, it is recommended to shift from more emphasis on the approach and the use of formal mechanisms towards the integrated approach and the use of informal/alternative mechanisms as complementary to formal mechanisms appropriate to the type of political system, electoral system, socio-cultural contexts and type of dispute in any country.

همچنین ، به لحاظ قلمـرو مکـانی، تمـام ایـن پژوهش ها، بیرونی ، و بیشتر بر قاره آفریقا (جاییکه مناقشـات انتخابـاتی طـولانی و گاه خشونت باری را تجربه کرده است ) متمرکز بوده انـد؛ ازایـن رو، پژوهشـگران بـا بهره گیری از یک تحلیل نظری، ضمن تعریف پدیدۀ مناقشه انتخابـاتی و نشـان دادن جایگاه آن در مطالعات انتخاباتی، اقدام بـه شناسـایی و دسـته بنـدی سـازوکارهـای به کارگرفته شده برای حل وفصل مناقشات انتخابـاتی و بیـان مـواردی از کاربردهـای آن ها در کشورهای گوناگون کرده انـد.
