چکیده:
وضعیتِ آشفته و بحرانیِ ایرانِ پس از مشروطه، که از جنگ و بیثباتیِ سیاسی ناشی میشد، موجب گردید تا ایدۀ «دولتِ مقتدر» پررنگ شود. بسیاری از نخبگانِ سیاسی و فکریِ آن زمان با درکِ شرایطِ بحرانی این ایده را دنبال کردند و با ایدۀ «دیکتاتوریِ منوّر» راه را برایِ حکومتِ رضاخان باز نمودند. ملکالشعرا بهار از کسانی بود که نخستینبار این موضوع را مطرح کرد. این مقاله، با بهرهگیری از روش هرمنوتیکِ قصدگرایِ اسکینر، به این موضوع میپردازد. سؤالاتِ این مقاله عبارتند از 1. «انگیزۀ» بهار در گرایش به ایدۀ «دولتِ مقتدر» چه بود؟ و 2. اینکه، با توجّه به «نیّت» اصلیِ بهار یعنی «استبدادستیزی»، برداشتِ او از «دولتِ مقتدر» چه تفاوتی با برداشتِ روزگارِ خود داشت؟ در فرضیۀ نخست، «مهمترین «انگیزۀ» بهار در گرایش به ایدۀ «دولتِ مطلقه» تأمینِ «مصلحتِ» کشور بود. دیگر فرضیۀ این مقاله آن است که بهار با در نظر داشتنِ اساسِ مشروطیت در حکومتِ مقتدرِ مدِّ نظرش، ایدۀ «دولتِ مقتدرِ مشروطه» را دنبال میکرد. هدفِ این مقاله، فهمِ اندیشۀ بهار دربارۀ دولتِ مقتدر و تمایزِ آن با ایدههایِ رایج در سالهایِ پایانیِ عصرِ قاجار است و این تفاوت آن بود که بهار، حاضر نبود «دولتِ مقتدر» را بدونِ مبانیِ اساسیِ مشروطه، یعنی آزادی، عدالت و وجودِ مجلسی قوی بپذیرد.
The turbulent post-constitutional situation in Iran, which resulted from war and political instability, led to the idea of a "powerful state." Many political and intellectual elites pursued this idea by understanding the critical situation, and with the idea of "enlightened dictatorship", they opened the way for Reza Khan's rule. Malek o-Sho'arā Bahār was one of the first to raise this issue. This article addresses this issue using Skinner's intentional hermeneutic approach. The questions in this article are: 1.What was the "motivation" of Bahār in the tendency to the idea of a "powerful state"? And 2. How did her perception of the "powerful state" differ from that of her contemporaries, given Bahar's original "intention" of "authoritarianism"? In the first hypothesis, the most important "motivation" of the Bahār in the tendency to the idea of an "Absolute State" was to ensure the "expediency" of the country. Another hypothesis of this article is that Bahar, by considering the basis of constitutionalism in the powerful government of his own opinion, followed the idea of a "powerful constitutional state". The purpose of this article is to understand the idea of Bahār about a powerful state and to distinguish it from the common ideas of the late Qajar era and the difference was that Bahar refused to accept a "powerful state" without the basic principles of constitutionalism, namely freedom, justice, and the existence of a strong parliament.
