چکیده:
نظام اداری سالم یکی از مؤلفههای دستیابی به توسعه اقتصادی است. پژوهش حاضر با هدف تبیین ضرورت مبارزه با فساد در نظام اداری به منظور بسترسازی جهت تحقق اقتصاد مقاومتی، شناسایی عوامل مختلف زمینهساز آن و ارائه راهکارهایی در این زمینه انجام پذیرفت. با توسعه رویکرد سنتیِ تجزیه و تحلیل عوامل شکست و آثارِ آن، از روش تجزیه و تحلیل گام به گام ارزیابیِ نسبت وزن تحت نظریه اعداد Z به منظور وزندهی معیارهای ارزیابی عوامل زمینهساز فساد اداری استفاده شده است. برای اولویتبندی عوامل شناسایی شده نیز از روش اولویتبندی براساس شباهت به راهحل ایدهآل تحت نظریه اعداد Z بهره گرفته شده است. نتایج پژوهش نشان داد بیشترین وزن به معیارهای شدت و هزینه و کمترین وزن به کشف و زمان اختصاص یافت. همچنین عوامل اقتصادی و مدیریتی-سازمانی حائز بالاترین اولویت و در مقابل عوامل اجتماعی- فرهنگی و مبتنی بر فناوری حائز پایینترین اولویت شدند. بعلاوه، در مقایسه با رویکرد سنتی و استفاده از دادههای قطعی، استفاده از محیطهای تصمیمگیری عدم قطعیت به مراتب رتبهبندی کاملتری ارائه میکند و ترجیحات تصمیمگیرندگان را به نحو بهتری پوشش میدهد. در پایان به منظور بررسی قابلیت اطمینان نتایج تجزیه و تحلیل حساسیت انجام گرفت و مبتنی بر نتایج بدست آمده راهکارهایی جهت کاهش فساد و ارتقای سلامت اداری پیشنهاد شدند.
A healthy administrative system is one of the prerequisites of achieving economic development. Therefore, the present study aimed at explaining and examining the need to fight administrative corruption for the realization of resistive economy, identifying various risks and factors that cause corruption in the administrative system and providing solutions to resolve them. By developing traditional approach of failure mode and effect analysis (FMEA), the step-wise weight assessment ratio analysis under the theory of Z numbers (Z-SWARA) method has been used to weigh the criteria of administrative corruption factors. After that, the technique for order of preference by similarity to ideal solution in Z numbers environment (Z-TOPSIS) method has been used to prioritize the identified corruption factors. The results showed that the highest weights were assigned to the severity and cost criteria and the lowest weights were assigned to detection and time criteria. Furthermore, economic and managerial-organizational factors had the highest priorities while sociocultural and technology-based factors had the lowest priorities. Moreover, compared to the traditional approach and using definite and crisp data, using uncertainty decision-making environments provides far more complete rankings and better covers decision-makers' preferences. Finally, sensitivity analysis was performed to assess the reliability of the results and based on the obtained results, some strategies and guidelines were proposed to reduce corruption and improve administrative health.
