چکیده:
چکیده : این مقاله سعی در بررسی این سوال اساسی دارد که از منظر اقتصاد سیاسی، شهری که دارای ظرفیت های چندگانه گردشگری است بر اساس چه ملاحظاتی مدل راهبردی توسعه شهری خود در حوزه گردشگری فرهنگی را تدوین نمایداقتصاد سیاسی گردشگریِ نقطه ای، نوعی مفهوم سازی نویسنده است که سطح تحلیل آن از مقصد گردشگری به نقطه یا سایت گردشگری تغییر مینماید. این مقاله به لحاظ روششناختی، جز روشهای ترکیبی است. به طوریکه در گام اول مبتنی بر مطالعه مروری سیستماتیک و درگام دوم نظریات مستخرج بریک مورد مطالعه میدانی تطبیق داده شده است. بر همین اساس با استفاده از تکنیک ویکور، برنامههای توسعه چندجانبه گردشگری در شهر مشهد با استفاده از ملاحظات اجرای برنامهها و گروههای درگیر مورد رتبهبندی قرار گرفت. نتایج نشان داد که در هر دوی این موارد، توسعه گردشگری توس در شهر مشهد بر اساس گروههای درگیر یا مرتبط با برنامه و بر اساس شاخص ویکور 64/0 و دارای رتبه سه و بر اساس ملاحظات اجرای برنامههابر اساس شاخص ویکور 1 و دارای رتبه 5 ولذا خارج از اولویت های اصلی خبرگان است وشرط تحقق آن ارتقای جایگاه بخش مردمی و خصوصی در تصمیمسازی و حتی تصمیمگیری در فرآیند مدیریت و برنامهریزی نقطهای گردشگری توس است که منجر به فعالیت همپیوند و همسوی مردم و دولت در منطقه گردد.
This paper examine -base on the political economy, a city with multiple tourism capacities- the factors should be considerate for development (in the field of cultural tourism). Site based political economy is a kind of conceptualization that level of analysis shifts from the destination - as a hole- to the tourist site- as a point .Methodologically, it is a mixed methods. In the first step, based on a systematic review study, and in the second step, a field study has been applied. Accordingly the vikor technique, multi-lateral tourism development programs in Mashhad were ranked. The results indicates the groups involved vikor index was 0.64 and ranked three. and based on the considerations of implementing the program based on the vikor index And it is ranked 5th .so it is out of the priorities of the experts and the condition of its fulfillment is to promote the position of the public and private sectors in the decision-making and planning of Toos, which led to the interconnected activities of the people and the government in the region.
