چکیده:
اقلیم کردستان عراق در سال1991 به دنبال طرح منطقه امن و پرواز ممنوع، به عنوان منطقه خودگردان در محدوده قانونی عراق اعلان موجودیت کرد. بعد از تصویب قانون فدرالیسم در عراق در سال 2005، این منطقه به طور رسمی به یک منطقه فدرال با حکومتی محلی و دارای دستگاه اجرایی و مدیریتی نیمه مستقل از عراق مبدل شده است. این پژوهش با بررسی این مساله نظریه جامعه منشوری فردریگز و شاخصهای این نوع جامعه مورد پژوهش قرار گرفته تا به تناظر آن به بررسی تاریخی ویژگیهای نظام دیوانسالاری در منطقه اقلیم کردستان پرداخته شود. سوال اصلی پژوهش این است که آیا حکومت اقلیم توانسته است شاخصهایی چون ناهمگونی، رسمیت، تداخل، خویشاوندگرایی و قوم گرایی، بازار و تمرکز قدرت، به عنوان مولفه های جامعه منشوری را از پیشرو بردارد یا همچنان حکومت داری خود را برپایه ساختارهای سنتی به پیش میبرد؟ روش گردآوری اطلاعات، با توجه به برونمرزی بودن موضوع مطالعه و عدم دسترسی به اسناد آن نظام، به شکل کتابخانه ای و اینترنتی بوده و روش تحقیق هم توصیفی تحلیلی میباشد. با توجه به الگوی مورد نظر ریگز، نتایج حاکی از این ادعاست که شرایط و ویژگیهای نظام سیاسی منطقهی مذکور، علیرغم دارا بودن مولفه های دموکراتیک، انطباق بیشتری با وضعیت جامعه منشوری دارد. وضعیتی که این اقلیم را از حکمرانی خوب دور کرده است.
In 1991,the Iraqi Kurdistan Region declared autonomy within the Iraqi legal framework following the plan for safe and no-fly zone. The region has officially become a federal region with a local government with a semi-independent Iraqi administration, following the approval of the Federalism Act in Iraq in 2005. This study examines the theory of Fred Riggs' prismatic community and the characteristics of this type of society to examine the historical features of the bureaucracy in the Kurdistan region. The main question of the research is whether the Regional Government has been able to remove such indicators as heterogeneity, formality, interference, kinship and ethnicism, market and concentration of power, as components of prismatic community, or does it continue to pursue its governance based on traditional structures? The method of data collection, due to the overseas nature of the subject of study and lack of access to the documents of that system, is in the form of library and Internet, and the research method is descriptive-analytical. According to Riggs' model, the results suggest that the conditions and characteristics of the region's political system, despite having democratic components, are more in line with the status of the prismatic society.
