Introduction: At the beginning of the twentieth century, many cities needed planning and design to improve their living conditions due to the Industrial Revolution. Many ideas were put forward in this regard, one of the interesting ideas was the attention of designers and planners of the idea of neighborhood units, which was put forward by Clarence Perry. On the other hand, according to the United Nations, by 2050, nearly 70% of the world's population will live in these cities. The rapid growth of cities, which leads to major problems in the development of most countries in the world. With the increase in population growth and urbanization, there is an urgent need to improve social and living conditions in neighborhoods today, so that neighborhoods are considered as the most important urban element that is the social, economic and economic stability of the areas. They create a city, provide and sustain social ties. Researchers in recent times have been widely concerned about the environmental conditions of urban neighborhoods, and efforts to improve neighborhood living in urban society today must be taken seriously. A neighborhood is considered sustainable when it meets the criteria of sustainability in relation to the construction of the environment, urban design and urban architecture. One of the efforts of sustainable neighborhoods is to reduce pollution and reduce energy consumption in buildings. On the other hand, the advancement of science and technology, in addition to many achievements for human comfort and well-being, has always brought problems for human beings. In this context, the two major crises that threaten the future of humanity are the issue of energy and the depletion of fossil energy sources, and the other is the destructive and polluting effects of the environment due to the improper use of these fuels. All these issues and problems lead us to reduce the aggravation of these destructive effects. This can be solved by reducing energy consumption and replacing it with clean and renewable energy, especially in buildings and housing that consume large amounts of energy in neighborhoods, and with these approaches, costs can be reduced through Recycling of building materials and energy consumption significantly reduced. Methodology: The present research is descriptive, analytical and survey. Data collection is library and field. A questionnaire was used to collect information from observational studies. The statistical population of the present study is the population of Valiasr neighborhood of Tabriz, 98522 people. The sample size of Cochran's formula was 382 people. The sampling method is simple random. Likert scale was used to answer the respondents and Cronbach's alpha coefficient was used for the reliability of the questions. Also, Pearson correlation coefficient method obtained through SPSS software was used to analyze the data. Results: To evaluate sustainable neighborhoods with zero energy buildings by recycling waste in Valiasr, Tabriz, in order to reduce pollution, save energy, create welfare, security and sustainability in the environment, the indicators were studied and the case indicators The opinion is reflected in the form of a questionnaire. Using SPSS software, the average and ranking of indicators have been discussed, which is quite noticeable in the table and chart below. Among the proposed indicators, increasing the beauty of the environment with an average of 3.85, and decreasing environmental pollution with an average of 3.66, respectively, have the highest cost reduction with an average of 3.40, have the lowest rank. Regression test was used to evaluate the evaluation of sustainable neighborhoods with zero energy building by recycling waste in Vali-e-Asr neighborhood of Tabriz in order to reduce pollution, save energy, create welfare, security and stability in the environment. In the obtained results, the level of significance obtained is 0.000. A significant and positive relationship between sustainable neighborhoods with zero energy building with waste recycling in Vali-e-Asr neighborhood of Tabriz in order to reduce pollution, save energy, create welfare, security And there is stability in the environment. Conclusion: New theories and approaches to urban planning encourage design principles to improve the planning process and the sustainability of cities. These theories and approaches are consistent with many principles related to the physical components of planning, including compaction, mixed use, various social interactions, walking, and so on. Neighborhoods are essential elements of urban development. They encourage citizens to take responsibility for maintaining, changing and transforming their neighborhood. Neighborhoods should be compact, friendly, beautiful and attractive with mixed uses and without pollution and reduce energy consumption with low-energy buildings (zero energy). Today, due to the expansion of urbanization, neighborhoods face challenges and urban threats, which have environmental, social and economic effects on any future development. Therefore, the neighborhood design process is very important to achieve sustainability. On the other hand, today, security, reliability and availability of energy resources are essential in the sustainability and development of neighborhoods. Climate change, the insecurity of energy carriers (often non-renewable) as well as the growth of energy consumption have created many challenges in the field of energy and the environment. Creating appropriate platforms for energy supply as well as focusing on how to consume energy can be considered as an effective way to overcome these challenges. As a result of the dependence of human life on non-renewable energy sources in today's world, we are witnessing more than ever the destruction and pollution of the environment. The use of zero energy buildings and recycling of materials and waste in urban areas can help the sustainability of neighborhoods and reduce pollution in neighborhoods. In order to reduce pollution, save energy, create welfare, security and stability in the environment, there is a positive and significant relationship.
