چکیده:
دموکراسی نوعی از حکومت است که امروزه اکثر کشورهای جهان جهت کسب مشروعیت و تداوم حیات سیاسی خود اذعان به داشتن آن دارند. دموکراسی پس از فروپاشی نظام کمونیستی بعنوان تنها حکومت بی بدیل و مطلوب ترین شیوه زیست سیاسی مطرح گردید لذا از لحاظ عقلی و عرف سیاسی به انگاره ای بدیهی و قطعی تبدیل شده است. معروف ترین و شناخته شده ترین دموکراسی در جهان، دموکراسی غربی یا لیبرال دموکراسی می باشد که مفهوم و مصداق آن بر نگرش اومانیسم مبتنی می باشد. از طرفی پس از پیروزی انقلاب اسلامی در ایران نوع دیگری از دموکراسی به دنیا معرفی گردید که آن نظام مردم سالاری دینی می باشد. علی رغم محاسن عدیده ای که نظام های مردم سالار دارند،این اشکال بزرگ را هم دارند که چون در یک فرایند مشخص این عوام هستند که حرف آخر را پای صندوق های رای می زنند لذا ممکن است دچار اشکالاتی از جمله: جهل اکثریت رای دهندگان، خرید آرا، ناصالح بودن منتخبین، نادیده گرفتن حقوق و آرای اقلیت ها، گردند. حال در این نوشتار قصد بر این است که آیا اینگونه اشکالات در نظام مردم سالاری دینی نیز وجود دارد؟ اگر وجود داردچگونه می توان با حفظ اصول و ارزشها و با لحاظ مصالح نظام، مردم، اسلام و انقلاب با این گونه اشکالات مقابله نمود؟
Democracy is a type of government that most countries in the world today acknowledge in order to gain legitimacy and maintain their political life. After the collapse of the communist system, democracy was considered as the only irreplaceable government and the most desirable way of political life, so it has become an obvious and definite idea in terms of reason and political custom. The most famous and well-known democracy in the world is Western democracy or liberal democracy, the concept and application of which is based on the attitude of humanism. On the other hand, after the victory of the Islamic Revolution in Iran, another type of democracy was introduced to the world, which is a religious democracy. Despite the many advantages that democracies have, they also have the major drawbacks that because in a certain process it is the common people who have the last word at the ballot box, so they may have problems such as: ignorance of the majority vote. Voters, vote buying, inefficiency of the elected, disregard for the rights and votes of minorities. Now, in this article, we intend to ask whether there are such problems in the system of religious democracy? If there is, how can such problems be confronted by preserving the principles and values and in the interests of the system, the people, Islam and the revolution

از طرفي مشارکت مردم در حکومت اسلامي زمان پيـامبر اکـرم محمـد مصطفي صلي الله عليه و آله و اميرمؤمنان علي عليه السلام ملموس بوده ، اما براي حاکمـان اسـلامي پـس از پيامبر اکرم صلي الله عليه و آله و امام علي عليه السلام چندان مورد توجه نبوده است تا اين که در عصر کنـوني هم زمان با بحث دموکراسي در غرب ، اين شکل از حکومت داري توجه انديشمندان مسلمان را نيز به خود جلب کرد.
