چکیده:
چاقی کودکان در بسیاری از کشورها به درجهی هشداردهندهای رسیده و این جوامع را در معرض چالشی فوری و جدی قرار داده است. اهداف توسعهی پایدار که از سوی سازمان ملل متحد در سال ۲۰۱۵ تعیین شدهاند، پیشگیری و کنترل بیماریهای غیر واگیر را بهعنوان اولویتهای اساسی خود، معرفی کرده است. در میان عوامل خطرزای بیماریهای غیر واگیر، چاقی بهعنوان نگرانی اصلی معرفی شده که بر روی سلامتی اثر منفی گذاشته و باعث کاهش امید به زندگی میشود. شیوع چاقی دوران شیرخواری، کودکی و نوجوانی در سراسر جهان رو به افزایش است. بااینکه فراوانی آن ممکن است در بعضی مناطق ثابت مانده باشد، تعداد بیشتری از کودکان دارای اضافه وزن و چاقی در کشورهایی با درآمد پایین یا متوسط نسبت به کشورهای با درآمد بالا وجود دارند. چاقی میتواند سلامت کودک، دستیابی به امکانات آموزشی و کیفیت زندگی او را تحت تاثیر قرار دهد. احتمال چاقی در بزرگسالی و افرایش بروز بیماریهای مزمن در کودکان چاق بیشتر است. اقدامات انجام شده جهت مقابله با چاقی کودکان کند و مقطعی بودهاند. کمیتهی بینالمللی جهت پایان دادن به چاقی دوران کودکی در سال ۲۰۱4 شکل گرفت تا کاستیها و نقایص موجود در اقدامات و راهبردها را بازبینی و مشخص کند. این کمیته از طریق مشورت با بیش از یکصد کشور عضو سازمان جهانی بهداشت و بازبینی و بررسی تقریبا ۱8۰ نظر اینترنتی مجموعهای از راهکارها در حیطههای مختلف را برای مقابله با چاقی کودکی و نوجوانی ارائه کرده است. بسیاری از کودکان امروزه در محیطهایی زندگی میکنند که آنها را به اضافهوزن و چاقی سوق میدهد. این محیط شامل عدم تعادل انرژی ناشی از تغییر در نوع غذا، سهولت دسترسی، قیمت ارزان، تبلیغات جذاب و همچنین کاهش فعالیت فیزیکی به همراه صرف زمان زیاد برای سرگرمیهای بیمحرک، میباشد. پاسخ رفتاری و بیولوژیکی یک کودک به محیطهای مشوق چاقی میتواند حتی پیش از تولد شکل گیرد و تعداد زیادی از کودکان را در معرض رفتارهای غذایی ناسالم و کمتحرکی قرار داده و آنها را در معرض چاقی قرار دهد. هیچ مداخلهای بهتنهایی نمیتواند با روند فزاینده و سریع چاقی مقابله کند. چاقی دوران کودکی و نوجوانی نیاز به در نظر گرفتن زمینههای محیطی و همچنین سه دورهی بحرانی زندگی یعنی دورهی پیش و حین بارداری؛ نوزادی و ابتدای کودکی و سنین مدرسه و نوجوانی را دارد. بهعلاوه، برخورد مناسب با کودکانی که هماکنون چاق هستند برای سلامت خودشان و حتی فرزندانشان در آینده بسیار مهم است. پیشگیری از چاقی و درمان آن نیازمند رویکرد همهجانبهی دولتها میباشد که در آن سیاستهای همهی بخشها به نحوی تنظیم شوند که سلامت را بهعنوان یک اصل مهم در نظر گرفته و با عوامل آسیبزننده به آن مقابله نمایند و درنتیجه به ارتقای سلامت و بهداشت جامعه و نیز تحقق اصل برابری آن در جامعه کمک کند. این کمیته، مجموعهای جامع و یکپارچه از پیشنهادها را برای کنترل چاقی دوران کودکی تدوین کرده است. برای اجرای صحیح این مجموعه، دولتها بایستی نظارت و رهبری کامل را داشته باشند و تمامی گروههای دخیل در سلامتی جامعه مسئولیت اخلاقی خود را در کاستن خطر ابتلا به چاقی در کودکان بشناسند. پیشنهادها جهت کنترل و درمان چاقی در کودکان و نوجوانان در قالب محورهای پیشرو ارائه شدهاند.
Child obesity has become alarming in many countries and poses a pressing challenge to these societies. The
goals of sustainable development, set by the United Nations in 2015, have identified non-communicable disease
prevention and control as its core priorities. Among the risk factors for no communicable diseases, obesity has
been introduced as a major concern, which has a negative effect on health and reduces life expectancy. The
prevalence of infancy, childhood and adolescent obesity is increasing worldwide. While its abundance may
remain constant in some areas, there are more children with overweight and obesity in low- or middle-income
countries than in high-income countries. Obesity can affect the child's health, access to educational facilities and
quality of life. The likelihood of obesity in adolescents and the increased incidence of chronic diseases in obese
children is higher. Measures taken to combat childhood obesity have been slow and cross-sectional. An
international committee to end childhood obesity was set up in 2014 to review shortcomings and deficiencies in
actions and strategies. This committee, through consultation with more than 100 member countries of the World
Health Organization (WHO) and reviewing nearly 180 online opinions, has provided a range of solutions in
various areas to combat obesity in childhood and adolescence. Many children today live in environments that
lead them to overweight and obesity. This environment includes energy imbalance caused by change in type of
food, ease of access, cheap price, appealing ads, as well as reduced physical activity, along with a lot of time for
stimulating entertainment. The behavioral and biological responses of a child to obesity-friendly environments
can be shaped even before birth and expose a large number of children to unhealthy and sedentary behaviors and
put them at risk of obesity. No intervention alone can cope with the growing trend of obesity. Childhood and
adolescent obesity needs to consider the environmental context as well as the three critical periods of life, that is,
pre and post pregnancy, infancy and early childhood, school age, and adolescence. Additionally, the proper
treatment of children who are already obese is very important for their own health and even their children in the
future. Preventing obesity and curing it requires a comprehensive approach by governments in which policies of
all sectors are arranged to treat health as an important principle and address it with harmful factors, and as a
result to promote health and community health and to realize the principle of equality in society. This committee
has developed a comprehensive and integrated package of proposals for controlling childhood obesity. To ensure
the correct implementation of this set, governments must have full oversight and leadership and also recognize
all groups involved in community health have a moral responsibility to reduce the risk of obesity in children.
Proposals for controlling and treating obesity in children and adolescents are presented in this research.

) مؤثر بر سلامت روان انجام دهیم از سوی دیگر وجود بیماریهایی از قبیل بیماریهای قلبی، اضطراب، افسردگی، موقعیت هایی که بی کاری زیاد و درآمد پایین است، آموزش محدود است و همجنین در موقعیت هایی که استرس زیاد است، تبعیض جنسیتی وجود دارد، سبک زندگی ناسالم است و تخطی از قانون وجود دارد مشکلات روانی بیشتر و گویای این مسئله است که روان و اجتماع ممکن است اثر متقابلی بر شدید کردن اثرات رفتار و سلامت داشته باشند.
بیکاری، سطوح پایین آموزش و پرورش و کمبود غذا، سرپناه و دسترسی به مراقبت های بهداشتی نمونه هایی از عوامل اجتماعی مرتبط با سلامت روان هستند که توانایی مردم را جهت فعال بودن در جامعه محدود میکند.
۲-۵ دسترسی به خدمات (مسکن، تغذیه، آموزش) سازمان جهانی بهداشت در سال 2001 بیان کرده است که تنها اشکال افراطی از نقض حقوق بشر مانند تجاوز و خشونت خانگی نیست که تأثیر منفی بر سلامت روان میگذارد.
