چکیده:
یکی از خلأهای توسعه استفاده از تولید داخلی در ایران، نبود الگوی ارزیابی مناسب برای اندازهگیری تولید داخل و استفاده از آن برای سیاستهای حمایتی مختلف در قوانین و قراردادها است. در نبود این الگو مشخص نیست کالای داخلی بر چه مبنایی تعریف میشود و شامل چه معیارهایی است. هدف از این تحقیق شناسایی الگویی است که بتوان طبق آن میزان تولید داخلی کالاها را که عمق ساخت داخل نامیده میشود، ارزیابی کرد. بدین منظور معیارهای مؤثر بر اندازهگیری عمق ساخت داخل از مرور ادبیات و تجربیات سایر کشورها شناسایی شد. این معیارها به طور خاص در صنعت خودرو مورد بررسی قرار گرفت و یک مدل اولیه از معیارهای ارزیابی عمق ساخت داخل در صنعت خودرو بهدست آمد. سپس این مدل اولیه با استفاده از قابلیت روش سلسله مراتبی فازی (Fuzzy AHP) به نظرخواهی خبرگان گذاشته شد تا به این معیارها وزن داده و رتبه هر یک از آنها مشخص شود. معیارهای نهایی شامل سه معیار است که به ترتیب اولویت «فناوری»، «قطعات و مواد اولیه» و «مشارکت داخلی» هستند.
Abstract: One of the main gaps in the development of domestic production in Iran is the lack of an appropriate evaluation model for measuring domestic production and its use for various protectionist policies in laws and contracts. In the absence of this model, it is not clear on what basis the domestic product is defined and what criteria it contains. The purpose of this study is to identify a model according to which the amount of domestic production of products, which is called the depth of domestic content, can be evaluated. For this purpose, effective criteria for measuring the depth of domestic production were identified by reviewing the literature and experiences of other countries. These criteria were examined specifically in the automotive industry, and an initial model of the criteria for assessing the depth of domestic content in the automotive industry was obtained. This initial model was then put to the opinion of experts using the capabilities of the Fuzzy AHP method to give weight to these criteria and determine the rank of each of them. The final criteria include three criteria, which are the priority of "technology", "parts and raw materials" and "internal participation", respectively.
