چکیده:
زمینه و هدف: هدف این مطالعه بررسی نقش استعدادهای درخشان و نخبگان در دستیابی به مرجعیت علمی و پیشنهاد الگوی مشارکت حداکثری نخبگان در نیل به مرجعیت علمی میباشد.
روش: در این مطالعه از استراتژی مرور نقادانه کارنول و دالی (Carnwell and Daly) استفاده شد. به منظور یافتن منابع و مطالعات مرتبط، در داده پایگاههای معتبر علمی مانند: سایتهای SID، Google، Google Scholar، Scopus، Iran Medex، و Web of Science در سالهای 2011 تا 2021 ترکیبی از کلمات کلیدی نخبه، استعداد درخشان، مدیریت نخبه، مرجعیت علمی جستجویی جامع به دو زبان فارسی و انگلیسی انجام شد. متون توسط پژوهشگران بهطور مستقل مورد بررسی قرار گرفتند. از مجموع 40 مقاله بهدست آمده، براساس معیارهای ورود و خروج و حذف مطالعات تکراری 8 مقاله که مرتبط با هدف مطالعه بودند ارزیابی شدند.
یافتهها: یافتههای این مطالعه در سه تم محتوایی 1) نقشهای نخبگان، 2) فرایند مدیریت نخبگان، 3) تقسیمبندی وظایف در فرآیند مدیریت نخبگان، ارایه شده است. نقشهای خبرگان شامل سه نقش فرودستی، میاندستی و فرادستی (Subordinates roles) معرفی گردیده است؛ که در تم مدیریت نخبگان مؤثرترین عوامل و در بخش تقسیمبندی وظایف، به وظایف هر یک از نهادها در فرایند مدیریت نخبگان پرداخته شده است.
نتیجهگیری: تحقق مرجعیت علمی در جمهوری اسلامی ایران مستلزم وجود نظام ها، فرآیندها و ساختارهایی است که نخبگان بتوانند در حوزههای راهبردی کشور ایفاکننده نقشهای مختلف خود از جمله نقشهای فرادستی باشند، و جامعه نیز از حضور ایشان منتفع گردد؛ در این مقاله بر اهمیت دارا بودن برنامههایی رسالتمحور، تمایزیافته و کلان در هر یک از نهادهای حاکمیتی برای توسعه صلاحیتهای نخبگانی افرادی که دارای استعدادهای برتر هستند، تأکید گردیده و همچنین با ارایه الگویی مشخص به تمهیدات لازم جهت هدایت نخبگان به نقشهای تعیینکننده اشاره شده است.
Background: The aim of this study was to propose a model of maximum participation of elites in attaining scientific supremacy.
Methods: The Carnell & Dolly critical review strategy was used. To find related sources and studies, databases such as SID, Google, Google Scholar, Scopus, IranMedex, and Web of Science were searched, during 2011-2021, using the following keywords: “elite”, “talented individuals”, “elite management”, “scientific supremacy” and “scientific authority”. A comprehensive search was done in both Persian and English. The texts were independently reviewed by researchers. We found 40 articles and then based on the inclusion and exclusion criteria, and after deleting duplicate studies, eight articles were reviewed.
Results: The findings of this study included three content themes: 1) the roles of elites, 2) the process of elite management, and 3) dividing responsibilities in the process of elite management. The most effective management factors for the three roles, and tasks of each institution in the elite management process are mentioned.
Conclusion: Attaining scientific supremacy in the Islamic Republic of Iran requires the existence of systems, processes, and structures that enable the elite to play superior roles in the country’s strategic domains. Moreover, society should also benefit from their presence. Therefore, having mission-oriented, differentiated, and comprehensive programs for developing the competencies of the elite and talented individuals as well as providing the necessary arrangements to guide the elite to key roles is very important.
