چکیده:
شهر به عنوان کلیتی بهم پیوسته،به سازمانی مقتدر با مدیریتی یکپارچه نیازمند است. تعدد مدیریت و ناهماهنگی سازمانها و نهادهای دولتی و خصوصی متولی امورشهری از چالش های مدیریت کلانشهری تهران است.هدف پژوهش حاضر شناسایی عوامل موثر در عدم تحقق یکپارچگی مدیریت کلانشهر تهران می باشد. پژوهش حاضر کاربردی و روش آن توصیفی- تحلیلی است. جمع آوری داده ها با استفاده از مطالعات کتابخانهای و میدانی پیمایشی (توزیع پرسشنامه) است و برای تحلیل از تکنیکهای روش عاملی بهرهگیری شده است. جامعه آماری 30 نفراز کارشناسان خبره مباحث مدیریت شهری تهران انتخاب گردیده است. نتایج پژوهش بیانگر آن است که با تکیه بر روش تحلیل عاملی تعداد 5 عامل از 52 شاخص و جمعا 66/5درصداز واریانس را تبین می کند.همچنین نتایج به دست آمده نشانگر این است که مولفه اول کسب درآمد شهرداری از طریق تراکم فروشی و ساخت و سازهای انبوه 0/749موله دوم توسعه بیش از حد صنایع در محدوده بلافصل شهری و تخطی از قوانین0/909، مولفه سوم تعدد مراکز تصمیم گیری در مسائل شهری و تداخل وظایف آنان 0/829،مولفه چهارم کمبود سرانه های فرهنگی و اجتماعی در اغلب مناطق شهری(تعداد سینما،کتابخانه)0/970و مولفه پنجم رویکردهای سنتی در مواجه با حل مشکلات زیر ساختی و کالبدی شهر از جمله بزرگراه سازی و احداث پل های طبقاتی 0/854موثرترین عوامل درعدم تحقق یکپارچگی از دید مدیران و کارشناسان شهری شناسایی شده است.
The city as an integrated entity requires a strong organization with integrated management.The development and expansion of urban centers around the Tehran metropolitan area has caused some problems within the metropolis. The purpose of this study is to identify the effective factors in the failure to realize the integrity of Tehran metropolis management. The current research is applied and its method is descriptive-analytical. Data collection is done using library and field studies (distribution of questionnaires), and methodological techniques are used for analysis. The statistical population of this study is 30 experts from Tehran University of Technology. The results of this study indicate that, using factor analysis method, 5 factors out of 52 indicators and 66.5% of variance are explained. Also, the results indicate that the first component of the municipality's revenue earned through massive conglomerates and massive construction of 0.749 component second-hand industrial over-expansion in the immediate urban area and a violation of the 0.909 rules, the third component of the decision-making centers Urban problems and their interactions 0.829, the fourth component of the lack of cultural and social per capita in most urban areas (number of cinemas, library) 0.970 and The fifth component of the traditional approach to addressing the infrastructure and physical problems of the city, including highway construction and construction of bridge bridges of 0.854, has been identified as the most effective factors in realizing the integrity of the minds of urban managers and experts.
