چکیده:
هدف: بررسی اهداف اقتصادی و تجاریِ روسها از راهسازی در شمال و شمال غرب ایران. روش: مقاله با روش توصیفی- تحلیلی، و بهرهگیری از اسناد موجود در وزارت امور خارجه و سازمان اسناد و کتابخانة ملی ایرانموضوع راهسازی در شمال و شمال غرب ایران در دوره قاجار، بررسی شده است. یافتهها و نتایج: روسهاکه از دورۀ صفویه تا اواسط دورۀ قاجار، سیاستهای تصرف اراضی را در شمال و شمال غرب ایران دنبال میکردند، در دورۀ ناصرالدین شاه، رویکرد خود را به سمتِ تسلطِ اقتصادی تغییر دادند. حکومت قاجار برای جلوگیری از این تسلط، سالها در مقابل پیشنهادِ روسها مبنیبر راهسازی در این مناطق مقاومت کرد. اما در نهایت به دلیلی مشکلات اقتصادی و عدم رشد تجاری،تسلیم روسها شد و امتیازنامۀ ساخت راه شوسۀ تبریز به تهران را به روسها واگذار کرد. راهسازی در ایران منافع اقتصادی و نظامی زیادی برای روسیه داشت؛ هم راه ورود کالاهای روسیه به ایران را باز کرد و هم شرایط را برای تسلطِ نظامی روسها به شمال غرب ایران فراهم کرد.
Purpose: To secure their political and economic interests, Russians sought to build roads leading into the North and northwest parts of Iran. This paper looks in historical records to see where these plans led to. Method and Research Design: Archival records and library materials were examined to collect data. Findings and Conclusion: Russian military policy towards Iran changed in the 19th century. Similar to other imperialist powers, Russians regarded control of trade of target countries as important for political and military influence. One strategy they adopted was to build and maintain roads in parts of Iran where they had a military presence. To neutralize this, the Iranian government resisted the Russians' road building projects. But governments' revenues diminished seriously. Domestic small businesses were not able compete with Russian trade power. So the Iranian government agreed to the road construction by Russians in North and North West of Iran. This allowed the Russians to acquire economic and military dominance on this region.
