چکیده:
یکی از مهمترین دغدغههای پیشروی نظام مالیاتی، موضوع ارتقای فرهنگ مالیاتی است. در نظام مالیاتی کشور ما، ایران، فرهنگ پرداخت مالیات بهطورداوطلبانه براساس خوداظهاری پایین است؛ زیرا سیستم مالیاتی، کارساز و مؤثر نیست. شناخت و آگاهی نسبت به فرهنگ مالیاتی حاکم بر جامعه برای سیاستگذاران، تصمیمگیران و مدیران کشور در کار برنامهریزی اهمیت زیادی دارد. وجود یک فرهنگ پیشروی مالیاتی کمک شایانی به توسعه اقتصادی کشور میکند؛ بنابراین لازم است عوامل مؤثر بر فرهنگ مالیاتی و ارتقای آن شناسایی شوند تا اقدامات مؤثری دراینباره انجام شود. باتوجهبه اهمیت موضوع، هدف اصلی پژوهش بررسی رابطه فرهنگ مالیاتی و اجتناب مالیات با ریسک در شرکتهای پذیرفتهشده در بورس اوراق بهادار تهران است. این پژوهش ازنظر هدف، کاربردی و دارای روش توصیفی - همبستگی است. دادههای این پژوهش شامل اطلاعات مالی شرکتهای بورسی از سال 1387 تا سال 1396 میباشد. در این پژوهش بهمنظور بررسی فرضیات از الگوی پنل دیتا استفاده شده است. نتایج نشان داد بین فرهنگ مالیاتی و نرخ مالیاتی مؤثر پایینتر با نوسانات نرخ مالیاتی در آینده و نوسانات قیمت آتی سهام در آینده ارتباط معنادار و مستقیم وجود دارد؛ ازاینرو لازم است توجه جدّیتری به مقوله فرهنگ مالیاتی در زمینه مالیاتستانی انجام شود و همچنین وجوه حاصل از فعالیتهای اجتناب از پرداخت مالیات، در زمینه سرمایهگذاری استفاده شود تا موجب افزایش جریان نقدی موردانتظار آینده و درنتیجه کاهش هزینۀ سرمایه شود.
Promoting tax culture is a significant challenge in the tax system. In Iran's tax system, based on self-reported tax liability, voluntary tax payment is low because the tax system is inefficient. Thus, it is very important for Iranian policymakers, decision-makers, and managers to gain knowledge about the prevailing tax culture in the society. A progressive tax culture can significantly contribute to Iran's economic development. Therefore, factors affecting the tax culture must be identified and effective measures should be taken into account accordingly. This study is applied, descriptive-correlational study examines the relationship between tax culture and risky tax-avoidance in companies listed on the Tehran Stock Exchange. The research data included the financial data of the listed companies form 2008 to 2017. Regression panel data is applied to test the research hypotheses. The results show that there is a significant and positive relationship between tax culture and lower effective tax rates with prospective tax rate fluctuations and stock price fluctuations. Hence, more attention must be paid to the tax culture in taxation. Additionally, the funds arising from tax avoidance should be utilized in investment to increase the projected cash flow, and as a result, reduce the capital costs.
