چکیده:
مؤلفههای فرهنگی یکی از بخشهای مهم روابط بینالملل هستند و اندیشمندان معاصر تأکید فراوانی بر مسائل فرهنگی دارند. دیپلماسی فرهنگی، نمونۀ بارزی از بهکارگیری قدرت نرم است تا زمینۀ نفوذ در طرف مقابل از طریق فرهنگ، ارزشها و ایدهها فراهم آید. روابط جمهوری اسلامی ایران و فدراسیون روسیه در سالهای اخیر توسعۀ درخور توجهی در حوزههای گوناگون داشته است و کارشناسان روابط دو کشور بر این امر، اتفاقنظر دارند. اگرچه کفۀ ترازوی روابط در برخی حوزهها مانند سیاسی، امنیتی و حتی اقتصادی سنگینتر مینماید؛ اما روند رو به رشد در حوزۀ روابط فرهنگی، اجتماعی و انسانی نیز مشاهده میشود. در این پژوهش، ضمن مرور فعالیتهای فرهنگی کشورمان در روسیه، رویکرد دیپلماسی فرهنگی بررسی میشود، همچنین به این پرسش پاسخ داده میشود که چه مؤلفههایی از قدرت نرم در رابطۀ فرهنگی با کشور روسیه بیشتر موردتوجه بودهاند. در این راستا با بررسی اهم فعالیتهای انجامشده توسط رایزنی فرهنگی و دیگر نهادهای فرهنگی ایرانی در روسیه، نقش آنها در گسترش روابط فرهنگی دو کشور ارزیابی میشود. روش انجام پژوهش حاضر تحلیل محتوای کیفی و چهارچوب نظری، مبتنی بر نظریۀ قدرت نرم و دیپلماسی فرهنگی است.
Culture and cultural elements are important parts of the international relations and contemporary intellectuals have stressed the importance of cultural issues. Cultural diplomacy is an outstanding example of use of soft power to pave the grounds for infiltration into the other side through culture, values, and ideas. The Islamic Republic of Iran’s relations with the Russian Federation have seen considerable expansion in many areas in recent years, and the two countries’ relations’ experts unanimously are of the opinion that although the scale of relations is one-sided in some areas like politics, security, and even economy, but the growing trend in the cultural, social and human areas can also be seen. In this paper, while reviewing our country’s cultural activities in Russia, the cultural diplomacy approach is studied. Also, this question is answered, which elements of soft power in the cultural relation with Russia have been more paid attention to. In doing so, by looking into the major activities carried out by the Iranian cultural counselors and other cultural foundations in Russia, their roles in expanding the cultural relations of two countries are assessed. The research method of this paper is qualitative analysis of content within the theoretical framework. This research is based on the theory of soft power and cultural diplomacy.
