چکیده:
یعد موضوع کفایة رأس المال من أبرز القضایا المعاصرة التی احتلت أهمیة متزایدة فی ظل التطورات الدولیة المتسارعة علی الساحة المالیة والمصرفیة والانفتاح والتحرر المالی الذی تشهده الأسواق العالمیة. وتعد مقررات بازل II وما جاءت به وکیفیة تطبیقها الشغل الشاغل للمصارف بسبب ازدیاد حدة المنافسة وزیادة حجم المخاطر التی تواجهها الصناعة المصرفیة. فالتزام المصارف بشکل عام والمصارف العربیة بشکل خاص بهذه المقررات سیساعدها علی تدعیم قدراتها المالیة ووضعها التنافسی فی السوق المصرفی وبما یضمن لها البقاء والاستمرار والنمو فی ظل التطورات المتسارعة ومقابلة المخاطر المصرفیة التی تواجه العمل المصرفی. ویسلط البحث الضوء علی وضع کفایة رأس المال فی المصارف العربیة عینة البحث قبل الالتزام الفعلی بمقررات بازلII الذی بدأ مع عام ۲٠٠۷ والإجراءات المتبعة من قبل المصارف لتعزیز کفایة رأس المال وبما ینسجم مع المقررات الجدیدة. وتوصل البحث إلی أن نسبة کفایة رأس المال فی المصارف العربیة عینة البحث قد أخذت بالانخفاض خلال الفترة الانتقالیة لتطبیق المقررات الجدیدة
The capital adequacy considers one of the most contemporary issues. It occupied the
increasing importance and took the consideration in the light of universal development in the
financial and banking field with the financial liberalization in the universal financial markets. Basle
II rules and how to apply it, is the important function of the banks, because of increased
competition and risk facing the banking industry. The commitments of banks in general and
Arabic banks with these rules will help it to support the financial ability and the competition in thebanking markets to ensure the existence, continuation and the growth in the light of continues
development which facing the bank risk in the banking work. The present research deals with the
capital adequacy in the Arabic banks as a sample before realistic committed with Basel II rules
which started at 2007 and the procedures adopted by banks to support the capital adequacy
which deals with new rules. The research concludes that the rate of capital adequacy in Arabic
banks as a sample was reduced through out the shifting period in applying the new rules.
