چکیده:
مسئلۀ مهاجرت در دورۀ تیموری، بهصورت قابلتأملی با دو مؤلفه توسعه ناموزون شهر و اقتدارگرایی ایلی پیوند یافت. درنتیجه این دو رویکرد، دو نتیجه مهم نیز در پیوند میان شهر و مهاجرت رخ داد. نخست رونق فزاینده برخی کانونهای شهری در شرق ایران و تقویت بنمایه های فرهنگی-اقتصادی آنها با بهره گیری از سیاستهای مهاجرتی دستوری و اجباری که به تهی شدن سایر مراکز شهری از ظرفیتها و جذابیتهای ابقاکننده منجر می شد و دیگر تأثیر اقتدارگرایی ایلی بر روندهای مهاجرت که خود را در پدیده هایی مانند رشد فزاینده فشارهای مالیاتی، اقتصاد مبتنی بر غارت، جابجایی های اجباری و متناوب جمعیتی بهمنظور کنترل ناآرامی ها، وجود نوعی بیتوجهی به دیگر کانونهای شهری، پراکندگی قدرت بر اساس معیارهای ایلی و غیره نشان می داد. در این پژوهش، با فرض اینکه سیاست های مبتنی بر توسعه ناموزون شهر و اقتدارگرایی ایلی در فزونی گرفتن فرآیندهای مهاجرت تأثیری عمیق برجای گذاشته اند، تلاش می شود تا نقش این سیاستها در برهم خوردن تعادل شهرها، نابسامانی های شهری و اضطراب اجتماعی ناشی از نوع اعمال قدرت ایلیاتی، توضیح و تأثیر مستقیم آنها بر فرآیندهای مهاجرت نشان داده شود. نتایج این پژوهش نشان میدهد که پدیده مهاجرت در این دوره عمدتاً ماهیتی اجباری-دستوری و از بالا داشت که همگی بهصورت مستقیم از ماهیت دولت و خاصه از دو گرایش عمده در سیاست تیموری یعنی توسعه ناموزون و اقتدارگرایی ایلی تأثیر پذیرفتند.
The issue of immigration during the Timurid period was significantly linked to the two components of uneven urban development and tribal authoritarianism. As a result of these two approaches, two important consequences also occurred in the link between the city and immigration. First, the increasing prosperity of some urban centers in eastern Iran and the strengthening of their cultural-economic foundations by taking advantage of mandatory immigration policies that deprive other urban centers of retaining capacities and attractions. Led to the influence of tribal authoritarianism on immigration trends, which manifested themselves in phenomena such as growing tax pressures, a looting economy, forced and intermittent population movements to control unrest, and a kind of indifference to other urban centers. Showed the dispersion of power according to tribal criteria and so on. In this study, assuming that policies based on uneven urban development and tribal authoritarianism have a profound effect on the increase of migration processes, an attempt is made to investigate the role of these policies in upsetting the balance of cities, urban disorders. And show the social anxiety arising from the type of exercise of Illyrian power, their explanation, and their direct impact on immigration processes. The results of this study show that the phenomenon of migration in this period was mainly forced-command and from above, all of which were directly influenced by the nature of government and especially the two main trends in Timurid politics, namely uneven development and tribal authoritarianism.
