چکیده:
منابع و درآمدهای ملی همواره یکی از مهم ترین و حیاتی ترین ابزارها برای تکوین دولت مدرن و پیشبرد فرایند سیاستگذاری در هر جامعه ای به شمار می رود. با این حال میزان و نحوه بهره برداری از این منابع توسط سیاستگذاران می تواند پیامدهای مثبت و یا منفی برای توسعه ملی در پی داشته باشد. دراین پژوهش، با رویکرد مقایسهای به بررسى دو رویداد مهم و حساس در دو مقطع تاریخ معاصر ایران، یعنى ملى شدن صنعت نفت ایران و دستیابى به انرژى هسته اى و مشکلاتی که ساختار سیاسی و اجتماعى ایران ایجاد شده است، در دستور کار قرار گرفت.تأکید این پژوهش بر نظریه سیستمها دیوید ایستون بوده است با روش توصیفی و تحلیلی صورت گرفته و گردآوری اطلاعات به صورت مطالعات کتابخانه ای و اسنادی بوده است. نتایج تحقیق نشان می دهدزمینه های ملی شدن صنعت نفت و اجرای غنی سازی هسته ای در ایران در دو زمان متفاوت (دهه 1320 و دهه 1380) رامی بایست متاثر از اقدامات استبدادی و به اصطلاح نوسازانه رضاشاه در پرتو شخصی و موروثی شدن قدرت از یک سو و پیامدهای نفوذ و سلطه ی بیگانگان از جمله کشور انگلستان در امور داخلی ایران د رچارچوب صنعت نفت و از سوی دیگر، تحریم و دخالت سازمان های بین المللی و محدودیت های اقتصادی کشورهای بیگانه درچارچوب غنی سازی انرژی هسته ای دانست. که این امر سبب افزایش تقاضاها گردیده که این مسائل زمینه های برپایی جنبش ملی شدن نفت و غنی سازی انرژی هسته ای را فراهم ساخت.

In this study, with a comparative approach to the study of two important and sensitive events in two periods of contemporary Iranian history, namely the nationalization of Iran's oil industry and access to nuclear energy and the problems created by the political and social structure of Iran, is on the agenda. The emphasis of this research on systems theory has been David Easton by descriptive and analytical methods and data collection has been in the form of library and documentary studies.
